With the continuous advancement of urbanization,the emergency management work and the difficulty of handling are increasingly prominent.City Fire Station is an indispensable infrastructure in city security guarantee.How to reasonable layout fire station and improve fire safety has been paying close attention to the state.In this thesis,we consider the dynamic process of the fire service,we obtain a novel two stage stochastic programming model optimize the problem of the fire station location and service.Meanwhile,taking the waste problem of city fire control of construction cost and space into accoun t,we introduce the probability constraint on the two stage model.And we relax the constraints of fire station emergency service capacity which meets a certain reliable tolerance in order to establish a more economical and reasonable City Fire Station System.In this paper,a formula for estimating the busy state of fire equipment is put forward in order to study the uncertain factors in fire emergency service.Then consider three key factors of the fire station location and the emergency service distribution with the random nature,we establish the two stage optimization model that has double optimization of the construction cost and the cost since the delayed services.Since the bursty of accidents to ensure to cover all the demand,we consider to extend the original two stage model and build the fire station probability constraint model.Ensure the fire service capacity in a certain reliability level to make the City Fire Station System more reasonable.Finally,the branch and bound method is used to solve the model,and a numerical example is given to demonstrate the practicability of the model and algorithm by 11 different confidence levels schemes.Research shows that the reliability level of fire protection system influence the layout of the station fire and emergency service work.Decision makers can improve the problem of uneven distribution in emergency services by adjusting the level of reliability.In this thesis,the optimization goal is minimizing the construction cost of the fire station and the emergency service delay loss.It has strong application value in practice and provides a theoretical and methodological reference for solving the layout problem of city fire protection work.
