Groundwater is an important part of water resources.It is both an important natural factor for maintaining the regional ecological environment and an irreplaceable basic pillar for sustaining social stability.The groundwater management and protection work has been highly valued by the government,especially the over-exploitation of groundwater.Taking the second and third national evaluation of over-exploitation of groundwater as opportunities,domestic scholars conducted a lot of discussions and research on the results and methods of evaluation in various regions.Besides the simple prohibition of mining and limited mining,a complete set of groundwater management evaluation system will be established to comprehensively evaluate the groundwater management effect in the over-exploited area,which will help realize the long-term sustainable development of groundwater.Shenzhen is located in the center of coastal area of Guangdong Province.As a “window” city for China's reform and opening up,the rapid growth of social economy and population have made Shenzhen finally face a series of groundwater safety problems such as groundwater over-exploitation.Therefore,in order to deal with the contradiction between groundwater resources and socio-economic development in advance,scientific planning,effective groundwater management and protection systems are the new directions for water resources administration in Shenzhen in the new era.This article has collected information,consulted experts,and conducted on-site field surveys to fully understand the physical geography,geology,and hydrogeology of Shenzhen City,according to the National Technical Outline for the Assessment of Groundwater Over-exploited Zones,Guidelines for the Evaluation of Groundwater Overdraft,and related laws.The regulations require that a comprehensive analysis of the groundwater health status in Shenzhen be made by using the water level dynamic method and the problem-causing method.Although no obvious groundwater over-exploited area has been discovered,it is still necessary to achieve the most rigorous water resources management system.We undertake research work of zoning forbidden-exploitation and restricted-exploitation districts in consideration of urban construction,transportation,facilities protection,water supply pipe network coverage,water supply source protection,geological disaster prevention,groundwater pollution control,and ecological protection.After comprehensive analysis and demonstration,(1)the first-class water source protection areas,areas where environmental geological problems have occurred or may occur,important transportation facilities,and important cultural relics protection units have been designated as forbidden districts;(2)the second-class water source protection areas,pipeline network coverage,groundwater pollution and potential pollution areas,and national nature reserves are designated as restricted districts.Combining the actual conditions and development needs of Shenzhen City,six evaluation factors were selected,and the weights of each index were based on the principle of AHP and calculated by MATLAB software.,The groundwater management evaluation system of Shenzhen was built on the basis of both and the scoring rules were determined in various aspects.We will make active explorations on the road to improving Shenzhen's groundwater management level,and provide a reliable basis for the scientific and systematic groundwater management of Shenzhen's water resources management department.Gradually realize the sustainable development of water resources in Shenzhen.
