Study On Earthquake Emergency Management Of F County Government

Earthquake disaster is a sudden natural disaster in unexpected public events.It is characterized by sudden,strong destruction,serious secondary disasters and difficult defense.It is called "the top of disasters".The government’s role in the response to earthquake disasters is particularly important.How to deal with earthquake disasters in a timely and effective way,reduce casualties and property losses and maintain social stability in earthquake emergency work has become a problem that our government must face.As a link between the local government and the local government,the county government plays an irreplaceable role in the earthquake emergency management.In the earthquake emergency management of the county government function is mainly embodied in:the need to improve the preparation stage "one preplan and three systems" by the county government,to grasp the basic work;in response,when the response grade,county(city and district)earthquake relief headquarters command earthquake rescue work started in the recovery phase;the county government to organize,within the jurisdiction of the post disaster reconstruction work,promote economic recovery and maintain social stability.In this paper,"one preplan and three systems "emergency plan,emergency management system,emergency management mechanism and emergency management legal framework for the study,taking F county government as the research object,the theory of crisis management,holistic governance theory,multi center governance theory as the basic theory,research methods use case analysis and literature research.Analysis of F County earthquake emergency management issues,found that the F county government in the earthquake emergency management work,there is a emergency plan system is not perfect,the emergency management system is not complete,the emergency management mechanism is not perfect,the emergency legal system can perform more difficult problems.By drawing on the advanced practice of emergency management at home and abroad in the earthquake and experience,proposed the establishment of earthquake emergency system,complete and establish and improve the scientific management of earthquake emergency system,establish and perfect the reasonable earthquake emergency operation mechanism,establish specific and feasible countermeasures and suggestions of earthquake emergency management system,hope to enrich and improve the theory and practice China earthquake emergency management system to provide a useful reference.
