Human has entered a "risk society" of frequent emergencies because of the progress of the technology and industrialization,and faced with a series of the risk of risk society,such as extreme weather caused by global climate change.Under the background of climate warming,extreme weather,represented by heat waves,become more and more frequent and intense,which has great impacts on the natural environment and human society,covering many aspects of production,life and human health,and which has become one of the risk issues of risk society of common concern to the international community.Meanwhile,as the result of the improvement of economic and social development and people's living standard,the public are more sensitive to risk has increased,and higher requirements have been put forward for the assessment and regionalization of risk..According to "The Vulnerability Scoping Diagram"(VSD)Model,this paper puts the heat waves under the background of risky society,and constructs the evaluation index system and model in the base of the diversified data containing meteorological,statistic and remote sensing image data and etc.This paper analyzes the three dimensions of exposure and sensitivity and adaptability;and makes comprehensive evaluation and regionalization of the risk of heat waves in Fujian province according to the model,revealing the evolution of its temporal and spatial characteristics of Fujian province;on this basis,this paper discusses the problems of matching the risk of heat waves and public service facilities..The results show that:(1)Nearly 62 years,the daily maximum temperature in Fujian province increase obviously,exhibiting an fluctuated upward trend;Overall,the average frequency and total days of heat waves in Fujian province from 1954-2015 exhibits the tendency of decreasing slowly and then increasing,and the overall tendency of summer average frequency of heat waves is consistent with the national one.(2)The level of exposure of heat waves characterizes as gradually decreased from the central to the periphery in Fujian province;and the level of sensitivity of heat waves basically characterizes as eastern coastal high and the western low;and the level of adaptability of heat waves exhibits that the coastal areas are lower than those in the inland areas,and the high level of adaptability scattered in the city area in addition to areas outside Jiaocheng and part of areas in Sanming;since 2000,although there are differences among three dimensions of change,it showed the increasing trend overall.(3)The comprehensive risk of heat waves showed the characteristic of spatially gradual degradation from the areas of Yongan-Fuzhou,and Nanan-Zhangzhou towards the surrounding area in Fujian province;moreover,it reveals the tendency of constantly increasing,constantly increasing trend,while he areas where have the highest comprehensive risk(or next to the highest one)reduce obviously.(4)The matching degree between the public services in response to the risk of heat waves and the risk regionalization of heat waves in Fujian province is general,therefore,it is not enough to cope with the current risk of heat waves,and remains to further improve public service facilities of coping with the risk of heat waves.The paper will provide theoretical basis and corresponding reference suggestions for risk management and risk communication related public policy in Fujian province and spatial distribution of public service facilities in respond to heat waves.
