Ecological Carrying Capacity(ECC) is the base of region sustainable development. Ejin Horo County where is located in the arid and semi-arid regions is the important area of economic development in Erdos. With poor natural environment, lower vegetation coverage rate, severe soil erosion, the study area is the most ecological imbalance region in China. While mining, urban expansion and other human activities in recent years, the ecological problem of Ejin Horo County is further exacerbated. Therefore, scientific evaluation of the ecological carrying capacity is meaningful to improve the ecological environment of Ejin Horo County.For the moment, most of the ecological carrying capacity estimates are based on Statistical Yearbook and statistical data of land use, assessment of region ecological carrying capacity combined with land use has less involved. With the help of RS technologies, this essay studied six times of land Use/ land Cover and ecological carrying capacity through the ecological footprint method, and made up for the deficiencies of traditional methods. Meanwhile, the essay did further study on the driving factors of the ecological carrying capacity. The results show in the following:(1) Most of the land of Ejin Horo County is unused land and grassland. 1978~2009, all of the land have occurred changes, the net variation of the unused land is the largest. With the large-scale exploitation of mineral resources land use structure changed greatly after 1998.Mainly for unused land increased and vegetation area reduced.(2) The total regional ecological carrying capacity decreased from 1978 to 1998. The ecological carrying capacity increased 828077 gha in twenty years. Due to the influence of the mining, the total regional ecological carrying capacity declined sharply from 1998 to 2009. It decreased 875878 gha in ten years.(3) The natural environment factors in Ejin Horo County have little effect on the ecological carrying capacity. The change of the ecological carrying capacity in the study region is mainly influenced by artificial factors. The mining of mineral resources and rapid development of economy is the dominant factor. They are significantly correlated with the total ecological carrying capacity of the Ejin Horo County.
