In recent years, the “NIMBY” movement is more and more popular in all parts of the country, especially the movement against PX project and waste incineration power plant. The article tries to reclassify the “NIMBY” facilities and visualizes the evolution process of Maoming PX and Hangzhou waste incineration power plant incidents. Take an analysis on the two “NIMBY” incidents of environmental pollution and summarize the new features of the incidents. Using the risk perception model, analyze the individual risk construction and public amplification process.Using political opportunity structure, analyze the political opportunity for the “NIMBY” movement of environmental pollution in modern China.Taking the PX project in Maoming and waste incineration power plant in Hangzhou as examples, analyze the behavior strategy of the stakeholders in the process of facility location decision-making and point out that the citizens end in dilemma with the efforts of entering into the decision-making system.In the process of mobilizing the crowd to participate in the “NIMBY” protest, A combination of interpersonal networks and the internet play an important role. In the process of “NIMBY” protesting, escalating collective action seriously disrupt the public order.The government falls into the dilemma of conflict management.In a summary, Participation dilemma and management dilemma compose the “NIMBY” dilemma of environmental pollution in modern China.The government should deal the “NIMBY” dilemma with institution. The article puts forward to establish the risk perception reduction mechanism, the deliberative democracy participation mechanism and the “NIMBY” conflict resolution mechanism to resolve the “NIMBY” dilemma of environmental pollution.
