At present,the disposal of municipal solid waste in China has been highly valued by the national and local levels.The reason why China is so seriously urban waste disposal is based on the grim reality.However,the construction of waste incineration plant is not smooth,one of the important reasons is the location of the facilities people opposed the attitude of the region.From the planning stage,residents and businesses near the project boycotted the project.This is part of the effect of NIMBY caused by Garbage Disposal Incinerator.From domestic and foreign relevant research literature,The NIMBY phenomenon is a hot issue in the field of environmental governance.The available literature indicates that many factors influence local residents' acceptance of waste incineration power plants.These factors include risk perception,professional knowledge,interest perception,perceived needs,social and cultural background,fair perception,trust perception,public participation,demographic variables and so on.But the mechanism of the adjacent avoidance effect is seldom studied.This paper chooses the Jiufeng Incineration Plant Incident in Hangzhou as a typical case.The author believes that perceived benefits,perceived trust,perceived risk and public participation can affect local residents' attitudes towards neighborhood facilities in different ways.Based on the data of social survey,this paper uses the structural equation model(SEM)to analyze the mechanism of the NIMBY of Garbage Disposal Incinerator.The results show that the effect of perceived risk on accepting attitude is far less than that of perceived benefit and trust.Interest perception has the most direct effect on accepting attitude.The effect of trust perception on acceptance attitude was the most significant.Public participation has a significant positive impact on trust perception;Trust perception has a significant positive impact on perceived benefits.This paper establishes a theoretical model to analyze the local residents' attitude towards the Garbage Disposal Incinerator.The model can be used to determine the key factors that influence local residents' attitude towards incineration plants.In addition to the factors discussed in this article,there are social and cultural background,demographic variables and other influencing factors.This is the next step to be done: in-depth analysis of cultural and other social backgrounds and demographic variables on the public acceptance of mediation effect.This paper demonstrates that perceived benefits,perceived trust and risk perception have a significant impact on public acceptance.The results of this study are in agreement with the existing literature.But in this study,the perceived impact of risk perception is far less than trust perception and perceived benefit,which is different from some literatures.There are two reasons for this phenomenon:(1)The credibility of local governments is insufficient.(2)The local public pays more attention to the benefits of a favorable environment.The study also found that the impact of trust perception on perceived trust and perceived risk on trust.On the one hand,it shows the importance of trust perception,and on the other hand,it also provides guidance for the government to formulate policy measures that affect the perception of public trust.This paper introduces the public participation factors,but the results show that public participation has a positive impact on risk perception.This is contrary to the hypothesis of this paper,but also contrary to common sense.This should be due to the respondents' understanding of "public participation" is wrong,as well as the general public lack of trust caused by government departments.Public participation does not have a direct impact on the public's acceptance attitude,but through the trust perception,the strong impact of risk perception,indirectly affect the public's attitude.This also highlights the current government and other subjects in the absence of the main credibility of the background,to enhance public participation in the importance of the degree of trust.In this paper,the government should promote the construction of waste incineration plant in the process,the first should be the introduction of independent third-party agencies involved in government decision-making process.Trust perception has the strongest overall effect in the results of this paper.Therefore,the government should introduce non-stakeholder-independent third-party institutions to participate in the decision-making process,which can enhance the public's trust in the participant and improve the acceptance of the incineration plant.Second,government departments should be given to the local public refuse incineration plant construction rights.Governments can determine a number of alternative locations based on factors such as geographical conditions,requiring local residents to engage with higher-level governments by electing resident representatives or by acting as representatives of local governments.So that the public can participate in the site selection decision-making,to take responsibility for their own interests;This approach also allows a higher level of government departments in a relatively fair position to enhance public participation in the government and other participants in the degree of trust,more conducive to the construction of waste incineration plant operations.
