Taking lower protective layer filling mining in Xima coal mine as the engineering background, the effects of avoiding 12# coal layer gas and coal outburst by minning 13# coal layer is studied. Lower protective layer filling mining can prevent the groud buildings and reduce the risk of gas and coal outburst.It is also vital to use mineral resources.The main influencing factor of gas and coal outburst is gas content, stress and permeability. Based on theoretical calculation, numerical simulatin by FLUENT, gas gushing quantity of 1327 coal face is analyed. Determine that 12# coal layer is undanger zone according to the analysis results and the regulation. Stress of protective layer filling mining 12# coal layer lower is simulated by UDEC, the results show that stress of 12# coal layer after mining accounts for percent 62.5 in the central of mined-out area, it avoids stress concentration and energy facusing. Meanwhile, changing stress into permeability according to the relation stress and permeability. The results shows the permeability is 1181 times than original permeability. On the premise of ensuring satety of ground building,12# coal layer is undanger zone.The results has both good theory value and pratical significance for Xima coal mine and other coal mines which has the risk of outburst and uses filling miningis, both safety and high-efficiency in mining ensured.
