The current,Many rivers in China have different degrees of water environment problems.According to the water environment problem,the total amount of pollutants in China is changing from target gross control to capacity gross control;Water pollution is a problem in a river basin,Total pollution load distribution is also a problem for the rational use of water environment capacity of a river basin.Water environment problem needs to be resolved at the level of river basin planning.So this paper takes Tieling city as an example,based on the water environmental capacity,the total pollution load distribution in the basin level.Through access to relevant documents and books,this paper discusses the research progress and the main research methods of total amount control of water pollution at home and abroad.Through the Yearbook,paper,network information,on-site investigation and experiment,and other ways to understand the geographical position of Tieling City,administrative division,natural situation,social and economic situation and water quality.In combination with the water environment of Tieling city and the water environment management needs,the control index is COD and NH3-N.Using single pollution index method,refer to the national "Twelfth Five Year Plan" research results,the Liaoning Province ecological tertiary function zoning to determine the water quality objectives in Liaohe Tieling Section of water quality assessment.According to environmental statistics,the pollution sources in Tieling city were identified.With the help of Mapgis and Photoshop and other software to draw the administrative divisions of Tieling City,water system,pollution source distribution,Gaocheng map.Using statistical method,output coefficient method and flux method to check pollution load in River Basin.Combined with one dimensional steady water quality model,this paper use the system optimization method to calculate the environmental capacity and using TMDL method to allocate environmental capacity.Formulate reasonable distribution principle to make the optimal pollution load distribution scheme of the Tieling section of the Liaohe River.This provide scientific basis for the total amount of pollutants and industrial layout.In order to environmental management,the environmental capacity and pollution load are statisticed to control unit.Finally,the paper puts forward some measures for controlling the Liaohe River of Tieling.In this paper,the main research contents and results are as follows:the Liaohe River of Tieling COD pollution is lighter,NH3-N pollution is heavier.COD and NH3-N point source into the river which are 1838 t/a?295 t/a;Non point source into the river which are 15781t/a?1554t/a.Tieling city pollution source contribution rate is mainly based on non point source.point pollution source contribution rate is mainly based on Sewage treatment plant andAgricultural and sideline products processing industry.Non point pollution source contribution rate is mainly based on Agricultural land,livestock farming and woodland.According to a certain principle,21 key control enterprises are identified.The environmental capacity of COD and NH3-N in the Tieling section of the Liaohe River were 34402.33 t/a and 1462.78 t/a.Zhaosutai River,Liangzi River,Qing River have no environmental capacity of COD;Zhaosutai River,Liangzi River,Wang River,Qing River,Sha River,Changgouzi River have no environmental capacity of NH3-N.Tieling municipal drainage source COD and NH3-N distribution were 2248.092t/a and 250.260 t/a.reduction rates of COD and NH3-N were 23.09% and 32%.
