The calculation of the water environmental capacity and contamination grosscontrol implementation is the most important part of the water environmentmanagement basic technical work, but also an important measure to protect thebasin water environment security and to promote economy and society sustainabledevelopment in watershed areas.Water environmental capacity and contaminationgross control study has become the forefront of the field and one of the hot waterenvironment management science.Qing River water system three water ecological function zoning research basedon the "11th Five-Year Water Project, Kou River is divided into Kou River upstreamhigher aquatic ecological function regionalization, Kou River midstream loweraquatic ecological function regionalization, Nanchengzi higher aquatic ecologicalfunction regionalization,so as to carry out the study of the allocation of the totalpollution load in Kou River. Basised on the pollution census data and the StatisticalYearbook of data, use statistical analysis methods, export coefficient approach andhydrological segmentation method, approved functional partition point source andnon-point source pollution load; Based on water quality objectives of the waterenvironmental function zoning in Liaoning Province,use the1-D water qualitymodel and the linear programming model, accordance with the minimum ecologicalflow (10%) of the annual average flow designed hydrologic conditions, Consideringrunoff, population, GDP, the status quo load factor simulation Kou river waterenvironmental capacity of the partition function; based on the functional partitionpollution load contribution rate, combined with sewage treatment capacity andtechnology principles to achieve functional partition TMDL total pollutionloadallocation, development of point source and non-point source pollution loadreduction programs; Lay the foundation for the the Liaohe basin full implementationof the water quality target management technology and improve the water quality ofthe Liaohe River Basin. In order to scientific and rational management of the the Kou River BasinWater Environment and improve water quality, In this paper, water ecologicalfunctions partition-based approach to study the distribution of the total pollutionload Kou River, the pollution load approved, Water environmental capacity, the totalpollution load allocation, pollutionload reduction to form a complete managementsystem. Results based on water ecological function zoning, in accordance with thenear, middle and far three target water environmental capacity of water ecologicalfunction areas, and for the distribution of the total pollution load, proposed the waterecological function area pollution load reduction programs.
