Study On The Ecological Civilization Construction Of Wuhan City Circle Based On Marxist Ecological Views

When the ecological problem has become a global ecological crisis, all the countries are looking for the solution of the crisis. Many scholars have tried to combine the theory of Marx with the ecological problems, and hope to find a theoretical guide to solve the ecological problems in the ecological view of Marx. Marxist ecological view is the direction and provides the method and rich ecological meaning. It enlightens us to dialectically treat the relation between man and nature, to respect nature and to act in conformity with the laws of nature in order to get a real solution to the conflicts between human beings and nature.The 18 th National Congress put forward the construction of ecological civilization into the overall layout of the "five in one”, indicating that the party and the government give priority to building an ecological civilization in the process of national development. Wuhan city circle as China’s "two oriented society" comprehensive reform pilot area and the core area of Hubei Province Economic Development, its construction of ecological civilization helps to promote the development of urban circle to a higher level, and promote the long-term sustainable economic and social development. At the same time, it can provide a wealth of experience to draw on for the country’s construction of ecological civilization.Using the method of the literature analysis, research and induction and deduction, this article adopts Marxist ecological view as the guideline, and makes a concrete analysis of concrete problems based on the status quo of ecological environment. Through the analysis of the problems of the current situation of the relationship between man and nature in Wuhan city circle, this article represents in microcosm what is happening in the country as a whole. The findings in this article can provide some reference for the construction of ecological civilization of similar city circles and make a fresh start in the construction of ecological civilization.This paper points out that Wuhan city circle has improved the rate of the comprehensive utilization of the waste by improving technology and has made some achievements in the construction of ecological civilization by increasing the funding for environmental protection. These achievements include the control of the environmental pollution, the improved utilization efficiency of resource and the striking achievements in the construction of ecologically livable cities. However, on the other hand, Wuhan city circle of ecological civilization construction still has some problems: ecosystem deterioration, such as the shrinkage of wetlands, biodiversity damage and soil erosion, the natural environment pollution, such as water pollution, air pollution and soil pollution, natural resources shortage, such as the reduction of agricultural land, water and mineral resources.By analyzing the existing problems of Wuhan city circle, the reason that impede the construction process of Wuhan city circle’s ecological civilization mainly includes three aspects: The first aspect is the idea, including the widespread "human centered" view of nature, and the narrow view which ignored the value of ecology and pursued the immediate-individual interests. The second aspect is the behavior, including the extensive mode of production, characterized by consumerism lifestyle and "pollution first, treatment later" passive protection. The third aspect is the institution, including the mechanism of environmental protection circle within the administrative division, the imperfect benefit sharing and the mechanism of country officials evaluation.Based on the analysis of the construction of ecological civilization in Wuhan city circle, this paper proposed several suggestions: the ecological civilization construction of Wuhan city circle should take the idea of paying equal attention to development and protection of equal coordination, multi linkage, and overall governance as the guiding principle, and take the construction of ecological civilization consciousness, production behavior civilization, life behavior civilization, ecological civilization and institutional civilization as the focal point. It also need to cultivate the awareness of ecological civilization and scientific way of thinking. By actively change the backward mode of production, we strongly advocate the green lifestyle and strengthen the management of ecological environment protection and construction projects, to complete the construction of institutional mechanisms and ensure the construction of ecological civilization in Wuhan city circle.
