On City Garbage Disposal Legal System Under The Concept Of Circular Economy

Over the century, with the rapid growth of the world economy, the scale of the city has been expanding, the urban population has been increasing, and the amount of municipal solid waste has also increased. Municipal solid waste is an adjunct to urban life. It is closely related to the choice of social value, the level of scientific andtechnological development, the abundance of natural resources and the degree of human environmental awareness. In the further development of the concept of circular economy, natural science and social science theory and practice circles formed a consensus:garbage is a misplaced resource.With the continuous development of China's economy, expanding cities, municipal solid waste (MSW) become one of restricting factors of urban development, from the law of urban living garbage processing legal regulation is one of the most effective methods. At present, relevant legal system of municipal solid waste disposal in our country mainly in the "the People's Republic of China Environmental Protection Law", "of the People's Republic of China Circular Economy Promotion Law," the People's Republic of China Cleaner Production Promotion Law '," of the People's Republic of China solid waste pollution stain prevention and treatment ", the city appearance and environmental sanitation management regulations," and other laws and regulations, these laws and regulations for urban living garbage disposal regulations is too principle, and the provision of more dispersed, there is no an effective legal system, to urban living garbage processing law system in the implementation process to bring a certain degree of difficulty.In order to perfect the legal system of urban living garbage treatment, this paper in the perspective of the development of circular economy law:system of urban living garbage treatment research, mainly USES the methods of comparative analysis, empirical approach. This paper consists of introduction, text and epilogue, discussed main body is divided into four parts.The first part provides an overview of life garbage disposal and its related concepts.
