The Local Governments’ Environmental Governance Based On The Public Energy Field

The local governments ignore the environment protection in the process of economic development makes the environment pollution much worse. Because of the Chinese decentralization and performance evaluation mechanism, the local government’s will and capability in environmental governance is not strong. What even worse, the supplement of environmental public good such as the privatization model, self-governance model and the network model just have limited efficiency, thus the environmental governance dilemma occurs. The road to apply for environmental justice is blocking, so make the environmental mass incidents in China a high frequency.Based on the perspective of vertically decentralized authoritarianism, the separation of the power to govern officials from the power to govern people which makes the central far from the public issues, duce the environmental mass incidents always trouble the local governments. Focus on the public energy field with the Xiamen PX issues, we study the civil, NGO, media and the government’s game in the environmental mass incidents and find that the maturity of the public energy field elements is vital to the environmental policy. The independent of the media, the function of NGO and the rationality of the civil result in public energy field SSP. It is the pressure of the social instability from the group events makes the local governments’ decision into the democracy process. However, the public energy field has little function to improve the quality of the environmental decisions, the keyword is the local governments construct the public energy field activity, thus keep the environmental policy science and democracy.
