Public Participation,local Government Environmental Regulation And Environmental Governance

Since reform and opening up policy,China's economy has developed rapidly,and environmental governance has become the focus of government work at in China.The government-leading mode has been unable to meet the practical needs of environmental governance.Public environmental participation has become an indispensable part of environmental governance in China.The promulgation of the public participation in environmental protection in 2017 provided a further system guarantee for the public participation in environmental governance.The theory and practice of public environmental participation abroad are very fruitful.The academic circles in China have provided the direction for this paper to participate in public environment participation and initial research.Based on the preamble analysis,from the path of public environmental participation on environmental governance,this paper combs the relationship between the three aspects of public environmental participation,local government environmental regulation and environmental governance.First,review the literature of the public participation in the environmental theory and transmission mechanism of environmental governance,pointing out that the public participation in environment through the environmental protection act has direct impact on regional environmental conditions,on the other hand,public pariticipation has an indirect effect on the area of environmental governance through the local government to implement the corresponding environmental policy.Based on the actual data,this paper analyzes the current situation of public participation in environment,local government environmental regulation and environmental governance,points out the various problems in the current stage,and emphasizes the importance of public participation in environmental governance.Based on the inter-provincial panel data from 2007 to 2014,the article constructs an index to measure the public environmental participation,examines the impact of public participation on the local government environmental regulation policy,leads to further study the impact of public participation and local government environmental regulation on urban environmental governance.Differ from previous findings,the results show that China's public participation has a positive effect on improving the quality of urban environment at present,but it doesn't work in guiding the local government environmental regulation.And there are significant regional differences inthe effects of public participation and local government environmental regulation to improve the urban environment.At the moment,the focus of urban environmental governance is not only to improve the policy effect of local government environmental regulation,but also to take advantage of the public participation in local environmental governance,such as improving the disclosure mechanism of environmental information,developing more ways for public participation and strengthening the interaction between the local government and the public.
