Environmental Risk Assessment Methods And Practice From The Perspective Of Sustainable Development

As the world’s population surge,shortage of resources and degradation of the environment and other issues continue to emerge,the contradiction between population,resources,environment and development become increasingly acute.Worldwide,environmental risk accident broke out frequently.With the rapid development of industrialization and urbanization in China,the domestic environmental risk has been highlighted.At present,China’s environmental risk assessment is still in the initial stage,the corresponding literature and reference materials are still relatively less,and the evaluation content,methods and management work is still in the exploration and supplementary stage.The study on the acceptability of environmental risk is more important,and the basic consensus of environmental risk assessment and environmental planning gives priority to prevent,the importance of pre accident treatment is also increasing.Environmental risks have direct effects on economic development,the risk of accidents on the economy,the social cause of the huge losses,the consequences are serious and can not be known.In constant pursuit of economic,social and ecological sustainability of present,environmental risk assessment and management is necessary.Meanwhile,the study on the environmental risk is also an important means and forms to ensure the sustainable development.This paper reviewed the relevant literature and books on the basis of information and research in the direction of sustainable development results,at home and abroad,then introduces the contents of risk,environmental risk,environmental risk assessment and environmental risk management,including related concepts,characteristics,methods and matters for attention.Combined with the requirements of sustainable development,from the perspective of sustainable development of economy and ecological sustainable development,this paper studies the relationship between environmental vulnerability and sustainable development,and the impact of environmental risk externalities on economic development.Using Bayesian Networks method of quantitative,the uncertainty of environmental risk is described and introduced.On this basis,from sustainable development focused on the angle of the resource configuration,this paper uses environmental resources Gini Coefficient method discussing the equitable distribution of resources between generation inter and generation within,uses grey associated degrees method analyzing the environment risk of the circular economic,and according to People’s Republic of China Environmental Protection Industry Standard HJ/T169-2004 and The Environment Effect Evaluation Technology Guide of Atmosphere Environment(HJ2.2-2008)describes the atmosphere environment risk assessment content and steps.This research on environmental risk management discusses the currenteconomic policies about the role and effects of legislation,environmental risk management,environmental risks moral,public participation and information management system of the environmental risk,And matters needing attention.Finally,The actual case,we analyzed the energy and chemical industry development of “Qingyang-Pingliang” on macro-level in longdong area of Gansu province from the sustainable development perspective,at the same time we discussed the ecological environment effect of the potential risks on the plateau of Eastem Gansu.Come to the conclusions there are:(1)Now,we should not focus on the development of the methods and management system,but focus on the popularization and education of environmental risk assessment and management system.The information disclosure is an effective method promoting and guaranteeing the effective operation of the environmental risk assessment,as well as preventing the environmental risk accidents.(2)The environmental risk legislative work should be accelerated,clearing legal responsibilities and legal obligations,putting the responsibility system into practice,and setting up a team of environmental police for special projects as a suggestion.(3)Expediting the environmental risks associated with the development of the information industry,constructing the network platform and database of environment risk independently,giving therights to local colleges and universities with funds supported by relevant enterprises and government sectors,clearing and definiting the duties of universities,doing a good job of "government-business-Colleges and Universities" on environmental risk control issues,implementing accident asked accountability regime,while for multiparty supervision.
