China is a country with a shortage and a uneven distribution of water resources, especially in the northern region which has the water-borne induced water shortage and the southern region which has the quality-induced water shortage. In recent decades, with the increasing population, developing economy and the speeding-up process of urbanization, there is a growing demand for water resources, which leds to the increasingly sharp contradiction between the water supply and demand.The proposed industrial park locates in the Huaihe River Basin, its water source is supplied by the river water and groundwater. In recent years, the rapid development of industrialization and urbanization of Yancheng city exacerbates the risk of region water sources' contamination. The proposed industrial park's water environment situation is quite grim,so how to protect water sources, the residents water security and the safety of industrial water is a hot issue while urban develops. Assessment of the water sources of support can provide a theoretical basis for decision-making government departments, put forward reasonable suggestions for environmental planning and provide a reference value for the research of environmental protection.This paper takes the proposed industrial park as an object of study,analyze its sources of water supply according to the actual situation and analyze its water quality from the point of view of water environment assessment, then creates a water environment assessment model. River water is flowing,therefore,use environmental eisk assessment model for the possible water pollution factors analysis. Groundwater is relativeiy stable, therefore,use Nemerow index method, entropy Method and based on five-valued logic Fuzzy Mathematics for environmental quality analysis and evaluation. Then, make recommendations of how to use water resources more rationally and how to protect water sources more effectively according to the two results above.For the evaluation of groundwater,the traditional method is nemerow index method,entropy method is used as an auxiliary verification, this paper uses fuzzy mathematics method to evaluate groundwater study and proves the feasibility of five-valued logic based on Fuzzy Mathematics.The main research results are as following:1) Analyze the distribution of water supply sources and water supply conditions of Yancheng city and find out Surface water sources supplied by river water and groundwater sources supplied by shallow groundwater separately.2) Make environmental risk assessment for the surface water in planned area according river's liquidity and create risk assessment Model, analyze the characteristics of its water pollution risk and provide a theoretical basis for the prediction of water quality.3) According potassium permanganate index, chloride, total hardness, nitrous acid, nitric acid, sulfates and other indicators, using nemerow index, entropy weight make the status of groundwater quality evaluation,it proves the feasibility of five-valued logic based on Fuzzy Mathematics in Groundwater Quality Evaluation.4) From the Prevention of water enviromental emergencies and the protecting water quality point of view, Yancheng's overall water quality is level three or above and its Surface water risk assessment is in acceptable range. But some factors such as nitrous single factor has been in a state of excessive in the past. To prevent groundwater pollution, get better protection of water sources and be more efficient in handling emergencies, it is recommended to use groundwater resources as a powerful reserve and make surface water a source of consumption.In summary, the Environmental Assessment results obtained here of Water Source in the proposed zone in Yancheng city provided evidence for the city's development and water protection. In addition, the Fuzzy Mathematics Based on five-valued logical partitions used here can be used as an effective method for future groundwater quality evaluation model.
