Based on the data of 1998-2011 years, estimate the carbon emissions of China's provinces, then according to the SBM model further calculated carbon emission efficiency, through the analysis of the calculation results shows that the eastern region of China's economy is more developed, the corresponding technical level, industrial structure and optimization, so the efficiency of the eastern part of the carbon emissions to higher than those in the central and western regions. Then estimated between our country area element mismatch degree according to the "Fan Gang (2012) the Chinese market index". The results show that the eastern coastal areas of China, a higher degree of market development, and the Midwest market development level is relatively backward. Combined with the analysis of our country area carbon emission efficiency and elements of the degree of mismatch, can know the eastern region of the lower factor market distortion degree with is high efficiency of carbon emissions, and distorted degree is higher in the central and western regions with is the efficiency of low carbon emissions, so it can be early step derived factor market distortions may influence area of carbon emission efficiency of the conclusion. On the basis of the above conclusion, use spatial econometric method to make an empirical analysis of a series of variables is given priority to elements mismatch, which impact on carbon emission efficiency. By Moran test that there is a significant spatial correlation of carbon emission efficiency between the provinces in our country, due to the area within the economic behavior or more or less will be affected by other regions in the level of economic development and government decision-making, making the efficiency of regional carbon emissions has some relevance in space. The spatial econometric model estimation results showed that there are elements of mismatch, energy consumption structure, the structure of property rights, government intervention, the industrial structure has a significant impact on carbon emission efficiency:the industrial structure and the efficiency value is positively related to that of low energy consumption and high output of the third industry in the national economy is higher, more conducive to achieve a low carbon economy; while the factor mismatch on carbon emission efficiency has a negative impact, because of regional factor mobility and obstacle price distortion formation development of economy model seriously restricts the optimal allocation of space elements, then the impact of energy intensive use; in addition, the property structure, energy consumption structure and government intervention have positive effect on carbon emission efficiency.
