With the advance of urbanization, rapid economic development and population growth so that water resources increasingly important. Water shortage has become a key element restricting social and economic development, the impact of water environment carrying capacity, affecting the sustainable development of economy and society. Wherein the water shortage caused by water pollution is a major cause of water stress. Faced with prominent contradictions environmental protection and social development between water, raise people’s awareness of environmental protection of water, the scientific division of water function area, improve water environment bearing capacity of delay. Water environmental carrying capacity is a comprehensive analysis on the basis of water resources, socio-economic, environmental capacity on the water, is to protect, control, rational use of fusion, especially in key areas to conduct a comprehensive study of water environmental carrying capacity, and We have carried out the characteristics of water pollution control for the region, and promote the healthy development of the region. Division of water environment carrying capacity level and functional areas reflected on water under certain conditions, social and technological use of water resources is scientific and rational, is to achieve a balance of water use, water supply and environment provides an important guarantee adequate protection. Meanwhile, water function zoning and water environment carrying capacity calculation and analysis, targeted to develop water environmental protection programs and prevention measures, to achieve a win-win regional economic and environmental protection is of great significance.In this paper, Changping District, targeting research, by analyzing the status of water resources, regional population and economic change, water supply and demand, Present Water Environment Quality of water function zoning; and build using system dynamics model and AHP water environmental carrying capacity of the system object model, and its vector norm method for quantitative determination of water environment carrying capacity indicators; at the same time to calculate the water pollution load, predict the size and trends of pollution carrying capacity of water resources to solve shortage achieve regional water resources-Society-environment, coordinated and sustainable development of effective methods.The main contents and results are:(1) Ribbon is based on the status of water resources development and utilization of different basins or regions, considering the quantity and quality of the future economic and social development constraints, the corresponding water waters scientific planning capabilities, to meet the different water needs. Water function zoning work is our objective to protect water resources, infrastructure work on the regional water environment use and protection of water resources instructive. According to this study, the overall demand for water resources in Beijing, combined with the actual situation of the water environment and water resources in Changping District, based on the overall capacity of water resources in Changping District, combined with water diversion project, Changping District draw water function zoning and leading major rivers function and quality categories. Changping District was divided into two zones 7 water features, including a drinking water source area, scenery and recreation water district 6, Changping District, covering major rivers and medium-sized reservoirs.(2) the capacity of the environment was the period when the state and conditions remain unchanged, a local environment can tolerate the threshold of human behavior. Size of the water environment carrying capacity reflects the maximum pollutant emissions under certain conditions, under the normal cycle of the ecosystem, water fitness accommodate. Currently maintaining stable economic development must continue to vigorously promote water conservation work, combined with the water diversion project and other measures to increase water supply capacity. Meanwhile, in the case of water-saving industrial reuse we need to improve the sewage treatment rate, for point sources and surface sources centralized processing, reduce industrial sewage discharge coefficient, pollutant, suppress population growth, reducing per capita water quota to improve water environmental carrying capacity.(3) Water environmental carrying capacity is the maximum load of pollutants function area water quality objectives to achieve the appropriate requirements, the size of factors of water quality goals, reach design capacity, sewage outfall, water purification and other by law. In order to achieve sustainable development of water environment, the need for further research on the water environment carrying capacity.
