Studies have shown that the death of coal mine accidents accounts for more than 80% of the death of mining industry, and more than 85% of these coal mine accidents are caused by human factors. This exposes obvious defects of human safety behavior management. As human factor is the main cause of coal mine accidents, the study of unsafe behavior factors analysis, risk assessment and pre-control management in coal mine has become key areas to explore.Based on the unsafe behavior theory, accident causation theory and risk management theory, statistics the coal production, coal mine casualties and probability of death per million tons in recent 10 years from 2006 to 2015, and analyze the causes of different types of coal mine accidents, then summarize the characteristics of unsafe behavior in coal mine accidents. Analyze the unsafe behavior factors in coal mine accidents from individual, organization and management, and man-machine-environment aspects, obtained 34 indicators.Then use questionnaire and do field research, extract 12 key factors by using factor analysis, build the unsafe behavior risk assessment index system in coal mine accidents.Elaborate the risk assessment theory and method of unsafe behavior in coal mine accidents, based on risk assessment index system, analyze the serious and great coal mine accidents caused by unsafe behavior from 2006 to 2015. Use gray relational analysis method to analyze the data, obtained the associated relationship and the right of unsafe behavior. Then use the fuzzy comprehensive evaluation method to establish a risk assessment model, the preparation contains50 coal miners projects unsafe behavior measurement. Use the gray fuzzy comprehensive evaluation model in Pingshuo Coal Mine. The risk assessment model provide ideas and support for coal mine safety management control.Based on the principle of pre-control, this paper introduces a behavioral safety management method of BBS(Behavior Based Safety). Bsaed on the key objects of development of safety management program and the level of risk of unsafe behavior risk, by introducing the principles of BBS conduct safety and management processes in coal mine implemented in accordance with the "observation-correction-observation-correction" approach, applied the method in coal mine employee behavior pre-control management, and established the behavioral improvement model based on gradually rectify coal mine employees unsafe behavior. Set up BBS team for on-site observation for a period of 12 weeks in Pingshuo Coal Mine, the results collation, analysis and feedback of driver to evaluate safety behavioral trends coefficient of SI verify the scientific validity of the coal mine accident risk pre-control management methods, the continuous do improvement, completion and management practices.
