In this paper, political science and public management point of view to study environmental management, focuses on the correlation between environmental governance and political power, political decision-making, political organizations, citizens' political participation and social aspects of environmental organizations, and draws environmental impact through research and analysis the main factors that govern the concept of green development, environmental governance rational allocation of power, reasonable environmental management system, improve the legal system, the regulation of economic instruments, civil and political degree of participation. Coordinated Development of Beijing, Tianjin region up to national level at the same time, environmental issues and environmental management is also facing serious challenges. For the problems our country is facing in environmental governance and difficulties as well as the factors that influence environmental governance angle of view, this proposed some measures: to promote green development concept, to achieve sustainable development; clearly defined sectoral authority, reasonable distribution of power; establishment of environmental cooperation system, to reduce market failures; to develop and improve the ecological environment of the legal system, reduce environmental law failure; encourage active public participation in environmental governance;participation in international environmental governance action.
