The economy of China is developing rapidly, while severe pollution was happened at the same time. One of the causes of this situation was the fiscal decentralization system, which resulted in the competition of the municipal government. The government may compete for GDP, in order to get a promotion.Base on this, government may sacrifice environment and Take strategic behavior when governing environment.In order to study the Strategic competition between governments and research its effect on the environmental governance efficiency of 144 cities in China, Data envelopment analysis method was used to measure the efficiency. Then use Spatial Autoregressive Model to verify the Strategic competition between governments, it turns out that the competition between governments in environment is vicious, not only between the adjacent cities, but also among those cities which are at the same economic level. Finally, use Spatial Durbin model to research the relationship between Government competition and environmental governance efficiency. the results show that Government environmental competition will hinder the improvement of government environmental efficiency, which means the more fierce competition, the lower the efficiency. In order to improve the efficiency of the government's environmental governance, the governance efficiency should be taken into account When promoting officials,, meanwhile, The opinions of the residents should play a role of supervision and restraint.
