Research On The Influence Of Local Government Competition And Opening-up On Environmental Pollution

Since Reform and Opening up,the economy of China has been maintaining growth steady,and the living standards of residents have been rising.However,it cannot be overlooked that the ever-increasing degree of opening-up has brought about a series of serious environmental problems while stimulating the Chinese economy to take off.In many factors that affect the ecological environment,local government is an important subject.Governments at all levels may reduce the environmental regulation of foreign companies to compete for liquidity resources such as capital and labor,leading to deterioration of the environment.In addition,one of the basic objectives of local governments in increasing productive fiscal expenditure to compete is to increase investment in local infrastructure,so as to attract more foreign investment and promote openness to the outside world.Opening-up in turn has a major impact on local government competition and environmental pollution.Therefore,there is an interrelated relationship between local government competition,opening-up,and environmental pollution.Based on the current research background in China,and combined with the research results of domestic and foreign scholars,and the multidisciplinary theories of public economics,international economics and so on,we use the panel data of 270 prefecture-level and above cities in China during 2007-2015,and construct a Spatial Durbin Model to explore the impact of local government competition and opening up on environmental pollution.Research shows that there is a clear positive correlation between environmental pollution among cities;competition among local governments worsens environmental quality;the impact of opening-up on the environment are different;trade openness has a deteriorating impact on the environment,and investment openness has shown an improvement effect on the environmental pollution;and the effect of interactions between local government competition and investment openness is negative,that is,under the condition of investment openness,local government competition has an improved effect on environmental pollution.Because the impact of trade openness on the environment is not significant,it does not examine the impact of interactions between local government competition and trade openness on environmental pollution.Based on the coastal and inland regions,the impact of local government competition and opening-up on environmental pollution was investigated,and it was found that there are significant differences in the above-mentioned effects in different regions.Based on the above analysis,the article finally proposes to optimize the government's competition mechanism and pay attention to the official environmental protection assessment,pro mote environmental protection cooperation among cities and jointly manage environmental pollution,adjust the structure of international trade and expand th e degree of investment opening,strengthen the good interactive relationship between local governmen t competition and investment opening,solve environmental problems according to local conditions.This study provides a new perspective for the interpretation of local government competition and the environmental pollution effects of opening-up,and enriches the research of related theories.The empirical investigation and empirical research on local government competition,opening-up,and environmental pollution not only provide a reference for the local government to solve the problem of environment al pollution,seek a balance between local economic development and environmental pollution treatment,but also promote the government's understanding of the impact of local government competition and opening-up interaction mechanisms on environmental pollution,which provides valuable academic evidence and experience of optimizing local government competition mechanisms and the form of opening-up,and improve the level of pollution control,so as to promote China's economic and environmental coordination and sustainable development.
