At present, the frequent oil pipeline leakage accidents make a serious threat to people's safety. In order to improve the safety of oil pipeline, “the monitoring methods of manual observe oil” and “the method of threshold determination based on the existing SCADA systems” are used to monitor the pipeline leakage accident rapidly. However, lots of human and financial resources need to be devoted with the above methods, and there are flaws on the data processing and timing system design. The intelligent problem and the stability of the monitoring system have not been resolved. A SCADA system with dynamic leakage monitoring capability is designed based on the principle of negative pressure wave motion and the principle of flow balance. Intelligent algorithm and dual-mode system for guarantying time are used to judge the leakage of oil pipeline. This pipeline monitoring system has the advantages of quick response, accurate positioning and high intelligence,which can improve the safety of pipeline transportation.In this article, the velocity equation of negative pressure wave is modified and the propagation law and attenuation mathematical models of the negative pressure wave are established. The wavelet analysis theory is used to de-noise the flow signals and pressure signals for positioning the leakage singular point accurately. The Beidou/GPS daul-model timing system is used to ensure the stability of timing. We developed a data acquisition module, data processing module and leak locating module with “MATLAB” and “Delphi”platform. Finally, the simulation analysis of the instantaneous change process when the pipeline leak is conducted. The monitoring system is tested at Xinmu production plant in Songyuan, and the data collection, transmission and processing is done in real time. The leak detection and location is achieved online, which prove the correctness of intelligent theory model and the practicability of the system.
