In recent year, more and more people pay attention to problem of ecological environment. The rapid development of Chinese economy, which has become the second economy in the world, meanwhile cause the serious environment pollution. The traditional environmental supervision can’t overcome the drawback of itself as well as solve the new problem and challenge in environmental governance. How to change way of environmental governance? How to innovate mode of environmental governance? All of these questions have become a research topic which need to be solved. In this background, investigating environmental governance mode, which is fit to Chinese national condition, are more relevant and theoretical.Generation of environmental governance theory has profound theoretical foundation and rich ideological roots. This paper outlines the sort of ecological political theory and basic theory of public governance theory. These theories in turn provide the basic direction and ideas for the study of environmental governance, it provides a solid foundation for the reform of traditional environmental regulatory approach, innovative environmental governance.This paper discusses the basic content of the theory of environmental governance as well as explore the subject and mode which is the core elements of environmental governance, enriches the theoretical framework of environmental governance. The paper points out environmental governance is a process that the social principal body, such as enterprise, society and government administrate environmental affairs and cooperate on governance. In the traditional environmental regulation mode, the main body of environmental regulation is government, which rely on public power to administrate environmental affairs by taking a measure which is top-down coercion, domination. Under government-led Multi- governing Model, pluralistic governance body administrate environmental affair through a cooperative way.At last, this research, which bases on article of systematic review, further generalize the basic theory of environmental management, proposes the key of mode of changing environment management that is reforming environmental administration of government, pushing environmental management of company, integrating environmental management of society. Hoping to integrate and innovate mode of environmental management and constitute mode of environmental management which is interactive and cooperative. It facilitates sustainable development of society and economy.
