Research On The Responsibility Of Local Government In The Process Of Rural Environmental Remediation

At present,to alleviate the rural environment pollution problem,all countries in the world in the raging fire to explore new rural environmental regulation mode,people gradually pay attention to the government responsibility in the positive significance in the process of rural environment regulation.According to the report of the fifth plenary session of the party's 16 environmental renovation in the rural areas should be in rural production and living,local custom,village,the management of the five areas for work direction.This requires our country basic unit government in the process of environmental regulation bear corresponding responsibility.Gaoyou,Jiangsu province is the famous land of fish and rice,is rich in agricultural products,with a long history of agricultural development.X town is located in the southeast,Gaoyou silkworm production base,is not only a city big town of agricultural production,and developed.Belongs to the typical Jiangnan rural.In this paper,through literature research method,interview method,questionnaire method,mathematical statistics,comparative study method based on the theoretical basis for the rural environment renovation,home and abroad about town government at the grass-roots level in rural environment renovation responsibility present situation,and relevant measures to briefly comment on flat,of foreign rural grassroots town government responsibility in environmental governance of enlightenment.Second,the current situation of the rural grassroots government responsibility in environmental renovation of our country,by choosing gaoyou X town in jiangsu province,analyze its existing problems,and concluded that the lack of grass-roots government in environmental management responsibility.Finally,the grassroots government responsibility in the process of reconstructing the renovation of rural environment advice:firstly,the evaluation system of the reconstruction,and promote grassroots participation in the evaluation;secondly,to improve the level of public service consciousness and service consciousness,improve the environmental protection system,strengthen environmental protection enforcement mechanism;thirdly,to achieve the main body of rural environmental protection;fourthly,strengthen supervision and control of the grass-roots government,improve the rural environment governance of law.
