The Research On Haze Governance By Property Rights

Since the beginning of 2013,China has undergone a wide range of fog and haze weather.In 2016,the late autumn followed by winter,Beijing Tianjin Hebei and the surrounding areas are more haze days continuously.According to statistics,the affected areas of fog and haze include the North China Plain,Huang Huai,JAC,Jiang Han,Jiang Nan,Southern China and other regions,the affected area is of about 1/4 of the land area,while the affected population is of about 600 million people.when faced with severe fog and haze situation,the whole community is very concerned about it.In this background,the paper starts the study of haze.Based on the literature summary,this paper found that the existing researches are mainly based on "scientific" technical level,and the theoretical research of haze governance is relatively scarce,this article,as a starting point,analyzes the haze governance theory and tries to find a solution of the policy.This paper starts from the basic concept of haze,and selects samples.Connecting with the introduction of the preliminary induction,this paper points out that the economic origin of the haze problem is generated between people on the contradiction of real economic environment benefits and haze governance: the essence is to coordinate and resolve the contradiction between the interests of people on the environment.On this basis,this paper carries out a deep analysis on the technology of governance haze,reveals the predicament is "the standard not the person,resulting in short-term effect.Then further release of haze began to explore the theory,through comparative analysis of various governance theory,and ultimately determine the "human relationship" as the important content of the theory of property rights theory as the starting point of the study release of haze,there is the fit of the department between the essence and the haze of governance,and puts forward the core idea"Haze governance by Property rights".Then,around the haze governance by Property rights,this paper constructs the related framework(including the theoretical basis,premise,core concept,pattern of interests,subject attribute etc.),realizes the transformation of the theory of property rights to property rights governance haze,and with the "Carbon Trading" and "Emissions Trading" comparison,the haze governance by Property rights shows "general applicability".Finally,the paper uses it to reflect the current situation of the Beijing Tianjin and Hebei region,which finds the existing problems,and puts forward some countermeasures and suggestions in three aspects of distribution(RE),correction in "vacancy" of attribute and mobilization in subjects of the attributes,so as to provide help and support for the haze governance in our country.
