Research On The Impact Of The Industrial Structure On The Total Factor Productivity In The Perspective Of Environmental Regulation

Firstly by introducing the domestic and foreign related research and concepts definition as the theoretical basis and carrying a study on mechanism on the basis,the paper discusses the mechanism and the mathematical relationship among the environmental regulation,industrial structure and the total factor productivity.Secondly,research on the mechanism of industrial structure on total factor productivity as the foundation and establishing the dynamic panel model according to the provincial panel data of our country from 1998 to 2015,the paper divides the industrial structure into the high-level industrial structure and the industrial structure rationalization from the horizontal and vertical dimension,which studies empirically the effects of industrial structure on the total factor productivity and its decomposition.The results show that the impacts of industrial structure on the total factor productivity and its decomposition is positive,which means that the adjustment and upgrade of industrial structure benefits the total factor productivity.The coefficient of the industrial structure optimization is better than the industrial structure rationalization,which means that the industrial structure upgrade can promote the improvement of the total factor productivity.From the view of decomposition,the coefficient of the industrial structure optimization and the industrial structure rationalization on the influence of the technical efficiency is higher than allocation efficiency and scale efficiency.This suggests that the adjustment and upgrade of the industrial structure can better promote the technical efficiency.The effects of local intervention on the total factor productivity are negative.The relationship between regional GDP and human capital to the total factor productivity and its decomposition is positive,that is,alleviating local interference intensity,improving the regional GDP and increasing investment in talented man can stimulate increase in the total factor productivity.Then,based on the influence of the mechanism of industrial structure on total productivity under the restriction of environmental regulation,building the panel model and threshold model in accordance with the provincial panel data from 1998 to2015 in our country,the paper divides the environmental regulation into formal environmental regulation and informal environmental regulation and comparing the differences of path and effect between the industrial structure and the total factor productivity under the restriction of the formal environmental regulation and the informal environmental regulation and analyzing provincial environmental regulationresources allocation in China in light of threshold interval,and find out the reasons for differences.The empirical results show that the relationship between the industrial structure rationalization and high-level and the total productivity is negative under the constraint of the formal environmental regulation.Meanwhile,the relationship between the industrial structure rationalization and high-level and the total productivity is positive under the constraint of the informal environmental regulation.This means that there are differences in the effects of the industrial structure on the total productivity under the different constraint of environmental regulation.The formal environmental regulation has a single threshold,which means that low intensity of formal environmental regulation goes against industrial structure promoting the total factor productivity.When the formal environmental regulation go across the threshold limit,the industry structure drives the total factor productivity.This means the relation between the industrial structure and the total factor productivity is a “U” shape under the constraint of the formal environmental regulation.The informal environmental regulation has double thresholds,the effect of the industrial structure rationalization on the total factor productivity is the largest when the informal environmental regulation is kept between the threshold value.However,the impact of the industrial structure optimization on the total factor productivity is positively stronger as the increase of the informal environmental regulation.In a word,the industrial structure benefits the total factor productivity under the constraint of the informal environmental regulation.According to the results of formal environment regulation and informal environmental regulation,we find the optimal environmental regulation range.In this range,the effect is optimal.Based on the optimal environmental regulation range,the provincial environmental regulation resources allocation situation will be divided into a "double optimal" group,two "single optimal" groups and a "double anti-optimal" group.The specific reasons for difference analysis of regional environmental regulation resources are in study.Finally,based on the empirical conclusions,we put forward the corresponding policy recommendations.
