Manufacturing industry is the pillar industry which impacts the development of China's economic,and it has made a significant contribution to GDP.Since the reform and opening up,the manufacturing industry has made a great contribution to China's comprehensive national strength,once achieved the status of the world's factory.After the rapid growth stage,the current output growth rate of manufacturing industry begin to slow down,extensive production have a negative impact to the environment and will not be conducive to the sustainable development of the economic.Increasingly serious environmental pollution problem has gradually increased the government's pollution control efforts,and the manufacturing industry is the first to bear the brunt.Therefore,how to achieve economic growth in the context of energy-saving and emission reduction is an important part of the successful transformation of the manufacturing industry.Environmental regulation can effectively control the pollution emission and ease the environmental pressure as one of the means to protect the environment.However,it is very controversial whether the implementation of environmental regulation policy follows the "Porter hypothesis",that is,whether it has a favorable effect on economic growth.Therefore,this paper takes the total factor productivity of 27 sub-sectors of China's manufacturing industry in 2004-2015,to study the specific impact of environmental regulation on the manufacturing sector.First of all,sort out the environmental regulation,total factor productivity and the mechanism between them and lay the theoretical basis to the following;Secondly,make a brief description of the status of China's manufacturing and environmental regulation,and intensity 27 manufacturing industry into three categories by calculating the size of the pollution(Including technological progress,technical efficiency),and analyze the influence of different environmental regulation intensity from the overall and the three major angel;And then analyze the influence of environmental regulation to the total factor productivity of manufacturing industry through the threshold regression model.Through the above research I find that: Firstly,from the manufacturing and environmental regulation of the status quo,in recent years,China's manufacturing growth rate of stable growth at 7% level,it is difficult to appear the level of rapid growth in 2004.China's environmental regulatory system is constantly improving,the environmental pollution control efforts continue to strengthen,the effect of environmental regulation comes into effect,but compared with foreign developed countries,the pollution emissions are still high.Secondly,from the perspective of total factor productivity in manufacturing,it is effective to consider the overall factor productivity of the manufacturing industry in the energy environment,and mainly rely on technological progress to drive growth.The average ML index of the light pollution industry is higher than that of the heavy pollution industry.Thirdly,from the intensity of environmental regulation,the intensity of environmental regulation in heavily polluting industries is much higher than that in the light pollution industry,and the results of classification according to the intensity of environmental regulation are basically consistent with the results of pollution intensity classification,which shows that it is reasonable to measure the intensity of environmental regulation with the cost of pollution control.Fourthly,from the empirical results,the intensity of environmental regulation has a positive impact on the whole industry of the manufacturing industry,but the positive impact is transformed into negative influence when the value is over a certain value.From the three industry classification,the impact of environmental regulation on different industries are different,which has a positive effect on the light pollution industry,has a negative effect on the negative pollution industry,and for the moderate pollution industry,when the environmental regulation intensity is less than 4.5879 it is positive,otherwise it has negative effect.Finally,this paper puts forward some suggestions according to the conclusion,about how to improve the innovation ability of the technology,carry out different environmental regulation policies in different industries,make full use of the power of the informal environmental regulation and so on.Hoping that China's manufacturing industry can achieve successful transition and sustainable development in the context of energy-saving and emission reduction.
