Regional Heterogeneity?Cooperation Mechanism And Inter-provincial Urban Agglomeration Environment Inter-governmental Agreement Network

As the promotion of China urbanization,urban agglomeration has been the carrier of urban agglomerative development.The competition and cooperation among cities on the same platform makes the area more energetic.But with the take-off economy,the regional environmental problems of urban agglomeration is increasingly serious.Related to the more complex administrative subjects and levels,the coordination and collaboration among the cities in different provinces about environment are more difficult to come to terms.Under the background of serious transboundary environmental problems,Beijing-Tianjin-Hebei Region,Yangtze River Delta and other provinces city group use a variety of examining interlocal collaborative modes to resolve the problems.The characteristics and influent factors of the new interlocal collaboration governance mode are the research emphasis of this thesis.It based on the Institutional Collective Action Theory(ICA)and social network theory,researches the urban agglomeration of Beijing-Tianjin-Hebei Region and Yangtze River Delta,uses the ICA and social network theoretical analyzing framework to discuss interlocal environmental collaboration,and compare their differences and similarities of environmental collaboration type choice,network character and the heterogeneity of inner cities,and then analyzes the influence on environmental collaboration network structure by the heterogeneity of inner cities,and hope to provide the reference for the environmental interlocal collaboration of Beijing-Tianjin-Hebei Region,Yangtze River DeltaThe study shows that Difference of cities development influences the ICA collaboration mode of local government.And the different heterogeneity influences the environmental governance collaboration network structure cross-province.Influenced by economy,government ability and other 2 factors,the environmental collaboration network of Beijing-Tianjin-Hebei Region presents unbalanced contact and high centralizing.However,influenced by only 2 factors of economy and environmental governance,the environmental collaboration network of Yangtze River Delta presents balanced contact and decentralizing.Therefore,the thesis provides a new perspective to research environmental governance of urban agglomeration,which means that researching empirically with ICA and SNA theories is more interpretive and scientific.Analyzing the environmental collaboration of cross-province city groups with ICA and SNA analytical frameworks can put forward to more pertinent policy recommendation of different collaboration network structures.
