Research On Behavioral Interactive Mechanism Of The Stakeholders Of Urban Atmospheric Governance

In recent years, the incident of regional atmospheric pollution brokes out frequently in C hina, and atmospheric pollution characterized by fine particles(PM2.5 and PM10), ozone and acid rain is increasingly serious, so urban atmospheric governance has become one of the key issues of academic research and construction practice in C hina. Urban atmosphere governance which emphasized joint consultation, cooperation and behavioral interaction of the stakeholders contains the spiritual connotation of governance. This paper tried to analyze the microscopic mechanism of behavioral interaction of the stakeholders of urban atmospheric governance, which benefits to provide theoretical support and scientific basis to the participation mechanisms of common governance in the air pollution. The concept of stakeholders of the urban atmospheric governance puts forward such a scene of atmospheric governance that the governance activities are carried out by various stakeholders in the context of certain network structure, so it should notice the way and degree of interaction between the different stakeholders and their influence on governance objective. Along the logic thought of “individual-relationsnetwork”, the paper analyzes the goals of the urban governance and its stakeholders’ behavior, and uses the analysis method of the game theory and actor-network theory to explore the behavioral interactive relationship between stakeholders of the urban atmosphere government,then does the empirical analysis of interaction network of stakeholders’ behavior taking Hangzhou as an example, and find that the radical increase of pollutants such as fine particles(PM2.5 and PM10) and ozone make interaction network of stakeholders’ behavior of the atmospheric governance in Hangzhou unstably, and the network can be in dynamic stability again by adjusting behavioral approaches of stakeholders of the atmospheric governance in Hangzhou, at last provides the ways and methods to improve its behavior interaction, such as optimizing local atmospheric governance laws and regulations, formulating the new policies of atmospheric environmental protection, publishing the information of atmospheric environmental governance timely, encouraging cooperation activities of scientific research of atmosphere environmental protection, advancing the the platform construction of the public to participate in, and doing coporation with external stakeholders.
