Study On Carbon Emission Permit Trading Rules Of China

At present,China is proposing to establish a national carbon emissions trading market to establish the system guarantee for the realization of emission reduction commitments.In this paper,we start with the operation of the seven carbon emission trading pilot projects in our country,and sort out the specifications of each pilot.Based on the analysis of the rules of the subject of the transaction,the quota allocation rules,the quota circulation and the registration standard,the liability for breach of contract,etc..It is found that the characteristics of each pilot in the above aspects of the norms,and comparative analysis.Summarize the advantages and disadvantages of the pilot cities in the construction and regulation of carbon emissions trading market.Then,from the two aspects of the vertical connection between the national and local standards and the horizontal connection between the two countries,the paper puts forward the general idea of the construction of the national carbon emissions trading market rules.After summing up and analyzing the experience and shortage of the rules of carbon emissions trading,the author puts forward some suggestions for the establishment of China's carbon emissions trading market.It is worth mentioning that the proposal not only absorbs the domestic trading pilot experience,and according to the similar characteristics of China's carbon emissions trading market and the EU carbon emissions trading market from the EU carbon emissions trading system experience.Finally,from four aspects respectively on the basis of the subject object rules,rules,rules and rules of contract transaction process and puts forward related suggestions,and to our country in the future to establish a national carbon emissions trading market and the prospects for the future development of our country in the international carbon market in the future.
