VOC Emission Inventory Established In Zhejiang Province Region And Cut Amount Estimate Of Key Industries

China is still in the late middle period of industrialization during the "12 5" period,the contradiction concentrates more between the resource and energy and environment,the regional characteristics of air pollution became increasingly clear,which pose a threat to both the people's health and safety and ecological security,that has become an environment problem to be resolved urgently at present.For this reason,zhejiang province begins to work of "125 "air pollution prevention plan,which will be extended to cover the key pollution factors of NOx?O3?PM2.5?VOCs?the poisonous and harmful substances,etc.,realizing simultaneously control muti-pollution.The work of VOCs prevention has been an important part of mission for joint prevention and control of air pollution,knowing and mastering VOCs comprehensive based data has momentous positive significance for the formation of a new mechanism for joint prevention and control of air pollution.This paper conducts a survey on VOCs pollution of zhejiang province for it,emphasizing on emissions source industries of petrifaction?coating?textiles and printings?packing and printing?chemical raw material,etc.,collecting related data of VOCs discharged industries in zhejiang province in 2010,establishing VOCs emission inventory of zhejiang province first time.On the basis of mastering the VOCs discharged current situation in zhejiang province,finding out discharged current situation of each emissions source industry,sorting out key emission sources industry,and constructing estimating method of VOCs emission cuts during the "12 5" period,which is based on both industrial restructuring and pipe-end treatment,finally estimate expected cut-down amount of VOCs in key industries during the "12 5" period,and set up enterprise directory that are under the supervision of volatile organic compounds,which can guide relevant authorities to work out pollution control and cut plan,as well as making industries pollution control measures.This paper investigate 26 types of emissions source industries,drawing a conclusion that the VOCs total emissions of zhejiang province in 2010 is 1.09million tons,the largest VOCs producer of emissions source industries is the fabricated metal products manufacturing etc.,which discharges 26.83 thousand tons.There are 15 types of industries that discharge over 20 thousand tons of VOCs,the current situation of VOCs emission in each industries fits with the development of industries in zhejiang province.After the establishment of VOCs emission inventory,587 of enterprises of VOCs typical industry are dentified as the main units of management and supervision.Analytically,the VOCs emission of typical industries is total 318.9 thousand tons,the expected cut-down amount of VOCs is 92.5 thousand tons,synthetic material industry and petrochemical industry are the main government industries,ningbo,wenzhou,taizhou and zhoushan are the main government cities.The total VOCs cut rate expectation of typical industry is 29 percent during the "12 5" period.
