Potential donor atoms with a variety of coordination modes render flexibility to the ligands which can coordinate to the metal ion in a neutral or deprotonated form, yielding mono or polynuclear complexes with transition metals. Metal complexes derived from ligands encapsulated by N, O and S donor atoms appears as particularly attractive, owing to the stability that they confer to their complexes by chelation.In this paper, the use of salicylic acid (Hsal), 1,10- phenanthroline (phen), 8-hydroxyquinoline (oxin), phenyl salicylate (Phsa) and twelve sodium dodecyl sulfate (SLS)as the ligand with Zn (?), Al(?) and Bi (?) and rare earth ions Eu(?), La(?) and Ce(?)as central ion through the coordination reaction, 31 kinds of metal complexes were synthesized, characterized by TG, IR, UV, confirmed the correctness of the structure, and the study of their fluorescent properties.The 28 kinds of metal complexes as optical modifier, through the method of control variables, and the PVC resin blends were made of (0.2±0.02) mm film, identified the 31 kinds of metal complexes with the optimum ratio of 0.2phr.In accordance with the addition of 0.2phr, 31 kinds of metal complexes with PVC resin was made of (0.2 + 0.02) mm thin film, fluorescent properties and light transmittance and their mechanical properties were studied, with Zn(?), Al(?) and Bi(?) and Eu(?),La(III) as the central ion metal complexes have high optical application value. The Ce(III)complexes in the visible part of the 400?800nm did not exhibit good optical properties as the center of the metal ion, but in light induced has potential application value in the sunlight through the heat, containing Ce(?) on the surface temperature of the PVC composite film was found in the test, Ce(?) with as the center of the metal ion complex into PVC resin, 25min surface temperature up to 2.5 ? average daylight.The electronic structure of rare earth elements have a very special, very prominent in the field of optics, this paper discusses the Eu(?) and La(?) as the center of ions, byadding different proportion of 1,10- phenanthroline and salicylic acid, to study the optical properties of the PVC resin impact, found that when the salicylic acid and 1,10-phenanthroline ratio was 3:1, with Eu(?) as the central ion complexes filled with PVC resin has strong characteristics of red light, and the ratio of 2:2 to La(?) as the central ion complexes to fill strong yellow light PVC resin.
