Performance Evaluation Of Ecological Compensation In Phoenix Tuojiang River Basin

With the rapid development of China's economy,the dependence of the basin on the ecological environment is becoming higher and higher,and the ecological compensation in the ethnic areas has become a hot topic in the industry dispute.The Phoenix Tuojiang is located in Fenghuang County,Hunan Province,Xiangxi Tujia and Miao Autonomous Prefecture Environment,the author of "the ancient city of Phoenix's mother river," said the Phoenix County,the largest river,with its unique advantages of tourism resources,Hunan Province,the ecological and economic development center zone,but because of predatory and extensive Tourism development,leading to damage to the ecological environment,triggering the ecological and environmental problems,the need to introduce the ecological environment compensation,and then as a representative of the exploration of the Phoenix Tuo River Basinecological compensation performance evaluation research,is of great significance.This paper explains the concept of ecological compensation mechanism in ethnic areas,and combs the theoretical basis of public goods theory,ecological capital theory,environmental economics theory and river basin ecological compensation game theory,and further explores the ecological compensation mechanism and evaluation method of ethnic areas,Watershed ecological compensation subject,object,standard,way and way,and watershed ecological compensation stakeholders,improve its ecological compensation performance evaluation mechanism.Secondly,the evaluation index system of ecological compensation performance of the Phoenix Tuojiang River Basin is established.Based on the preliminary analysis and evaluation index of the performance evaluation mechanism of the basin ecological compensation,the performance evaluation index system of the ecological compensation performance of the Tuojiang River Basin is composed of a target layer and nine index layers,Combined with the 2011-2015 Phoenix Tuojiang River Basin ecological compensation performance-related data for comprehensive evaluation.The results show that the ecological compensation performance of the Phoenix Tuojiang River Basin is not ideal in the past five years,but it has been improved with the passage of time.This is consistent with the development of ecological compensation in the national watershed,but there are still some shortcomings At the office.Finally,according to the results of the ecological compensation performance evaluation of the Phoenix Tuojiang River Basin,the countermeasures and suggestions are put forward to improve the performance evaluation mechanism of the ecological compensation in the Tuojiang River Basin.Mainly in the four points: 1)to provide a strong Phoenix Tuojiang River Basin ecological compensation legal system of policy protection,and constantly improve the river basin ecological compensation law and policy,improve the watershed ecological compensation stakeholders interest system,according to local conditions to determine watershed ecological compensation standards;To enhance the influence of the ecological compensation performance evaluation mechanism of the Phoenix Tuojiang River Basin,to strengthen the people's awareness of the ecological and environmental protection of the Tuojiang River Basin,to perfect the regional ecological compensation cooperation mechanism across the township,and to arrange the funding for the assessment of the water quality of the Phoenix Tuo River Basin;3)to build a multi-level Phoenix Tuojiang River Basin Ecological compensation and financial security,to build a multi-level ecological compensation financial system,the establishment of watershed ecological compensation and ecological insurance coordination system,the introduction of innovative watershed ecological compensation financing;4)scientific development of the Phoenix Tuojiang River Basin ecological compensation evaluation mechanism sustainable development strategy,We will improve the performance evaluation mechanism of ecological compensation in the Tuojiang River Basin,and perfect the performance evaluation and monitoring mechanism of the ecological compensation performance of the Phoenix Tuo River Basin,and then improve the performance evaluation mechanism of the ecological compensation in the Tuojiang River Basin.
