With the rapid growth of the global economy, the increasingly serious issues of environmental pollution and climate deterioration gradually leaded low-carbon development to be a hotspot of global focus.Resolving of environmental and climatic problems was not easy which needed cooperation and efforts from government, enterprises, society and masses. As for the first energy of carbon emissions, coal resources'exploration required not only profits of enterprises, but low-carbon and environment protection. Currently, low-carbon development has gradually become the business philosophy and development goals of coal enterprises, and the low-carbon operational mode focusing on energy-saving and emissions-reducing has gradually become the vital method to realize low-carbon and sustainable development for coal enterprises.In recent years, the level of low-carbon development of Chinese coal enterprises has been improved initially, but there was still a lack of unified and authoritative evaluation system. Thus, based on the analysis on current research, the present paper selected scientific and reasonable evaluation items to construct an evaluation system of low-carbon development level for Chinese coal enterprises low-carbon parks.Combination of TFN-evaluation method and entropy-weighted method were innovatively applied to weigh for the weight of each item, and PSR-evaluation model of low-carbon development level for coal enterprises low-carbon parks was obtained. Taking the low-carbon park of Lu,an Mining Group as an example to select first-hand data,PSR-evaluation model was applied to calculate the comprehensive evaluation value of low-carbon development level of it, and comprehensive coefficient method was utilized to predict its further development trend. Finally, the conclusion that this park was in the level of "strong low-carbon" was drawn. The present research provided theory basis and references for low-carbon development of low-carbon parks of China coal enterprises.Due to a lack of unified evaluation system and criteria for the evaluation of low-carbon development level of coal enterprises low-carbon parks, a few deviations or omissions were inevitably existed in evaluation items selecting and evaluation system construction of this present paper, which also needed examination by practice to modify.Adopting the combination of TFN and entropy-weighted method to determine the weight of each item could avoid the limitation from subjective and objective aspects theoretically, but it still needed to be deeply explored and empirically examined. Meanwhile, evaluation on the level of low-carbon development for coal enterprises low-carbon parks by PSR-model in the present paper was still in the stage of exploration, which should be improved further to ensure the authenticity,reliability and accuracy of results.
