Study On Risk Sharing Mechanism Of Sewage Treatment PPP Project

The PPP model in our country has entered the stage of popularization ,it has been widely applied to the municipal engineering,transportation, environmental protection, ecological construction, and other areas of the industry, the PPP mode has become a normal pattern of economic development in China. With the development of economy and further promotion of the new urbanization, water pollution is a main problem that should be solved in our country , but the investment demand of the sewage treatment market is so huge,relying on government financial simply is hard to meet the practical needs, the introduction of PPP mode in sewage treatment industry is crucial at this stage, "PPP+ sewage treatment" will play a significant role in reducing the financial pressure and improving the sewage management level etc..Sewage treatment PPP project risk is complicated and changeable , a reasonable sharing of the risk is the key to achieve the"value for money".First of all, this paper summarizes the research status of PPP project risk at home and abroad, and analyzes the definition of PPP model, the main types and characteristics of PPP model, and the basic theory of game theory through the literature research .Then, the paper briefly describes the general risk and basic sharing principle of sewage treatment PPP project, and divides the sewage treatment PPP project risk sharing into four stages: the phase of project identification, initial risk sharing phase , risk responsibility fulfilling phase ,risk redistribution phase .Aiming at the problem of risk sharing in sewage treatment PPP project,the risk sharing model is constructed. Then, based on the perspective of game theory, the paper analyzes the negotiation and Arbitration-two kinds of sewage treatment PPP project risk sharing dispute resolution. Subsequently, mainly from the consideration on the independence, with emphasis on the social supervision and government audit supervision, the regulatory measures of risk sharing are described in detail. Finally, the practical application of risk sharing model is carried out through a practical case.This paper builds a complete sewage treatment PPP project risk sharing mechanism, by describing risk sharing stage division, method of risk sharing, risk sharing dispute resolution, risk sharing regulatory measures. Make up the problems in the past literature that attaches great importance to the risk allocation, But ignores dispute resolution and regulatory.
