Study On Risk Sharing Among Cooperating Parties Under PPP Model Of Sewage Treatment Project

Since the reform and development,the Chinese economy has entered a stage of rapid development,the urbanization process has accelerated,the number of cities has proliferated,and the scale of cities has expanded significantly.What followed was an increasingly serious environmental pollution problem,especially the problem of sewage treatment.In this regard,the state began to gradually increase the input of municipal sewage treatment facilities,such as rain and sewage diversion,the construction of new types of sewage treatment plants,and the upgrading of existing sewage facilities.The construction of these infrastructures requires huge financial support.However,at present,China is still in the middle stage of development,and various infrastructure construction needs are huge.Therefore,how to solve the financial problems required for sewage treatment projects is put on the government work schedule.With the emergence of the PPP model,new ideas and new ideas have been provided for the financing of sewage treatment projects in China.However,the PPP model has a short history of development in China,and the degree of Chengdu is low.Various experiences need to be summarized.Among them,the risk issue is a problem that cannot be ignored.How to deal with the risks of sewage treatment PPP projects is an important issue to ensure the progress of such projects.Under the premise of summarizing and discussing the PPP model and related basic theories,this paper first analyzes the conditions of using the PPP model in the sewage treatment project to identify various advantages and disadvantages of the sewage treatment project under the PPP mode.Secondly,using the survey method,invite and organize relevant personnel to investigate and analyze the risks of the projects and identify the project risks.Then,according to the principle of risk sharing of PPP projects,clarify the various sharing entities,formulate risk sharing plans,and determine the specific commitment methods of various risk factors of the project.Finally,taking the project of Yangzhong Xinglong Wastewater Treatment Plant as an example,the application of the risk sharing scheme of sewage treatment PPP project in specific projects is explained,the problems existing in the scheme are analyzed,and the rationalization suggestions are put forward.In the construction of sewage treatment facilities in China at present,PPP has a good prospect of promotion.The research results of this paper have important practical significance for the promotion and implementation of wastewater treatment PPP projects in China.The risk sharing scheme for wastewater treatment PPP projects Formulated with reference value.
