As an important way of petroleum transportation,oil pipelines have been widely used,but the pipelines are destroyed by human beings,which results in huge economic losses and environmental pollution.The traditional video surveillance system has been widely applied to the security of the pipeline.However,the quality of surveillance video is seriously reduced during adverse weather and other external environment,and large amounts of video data needs artificial identification to determine whether the emergency occurred,but the results can not be effectively guaranteed due to visual fatigue.So the traditional video surveillance system is not always working well.A new Infrared-Radar Cooperative Monitoring and Alarming System has been designed in this paper to overcome the above shortcomings,which has all-weather all-day monitoring and alarm function.So it could solve the problem that traditional video surveillance system is always depending on the monitoring staff.This paper firstly discusses the traditional target detection and tracking algorithm.The common target detection algorithm is analyzed and verified by simulation test.Through the analysis of Mean Shift algorithm,the conclusion indicates that it couldn't complete the work when the target moving on a high speed.According to the ability of prediction of the Kalman filter algorithm,the algorithm was optimized,and the simulation results also prove the effectiveness of the algorithm.Secondly,this paper studies the architecture of the mainstream screen monitoring system.According to the design requirements and working characteristics of the infrared-radar cooperative monitoring and alarming system,the design mode of the video server is selected.And the whole system is divided into blocks,the equipments suitable for the corresponding working environment are chose,and all the characteristics of the technical parameters of the related equipment are described.Finally,according to the requirements of the system and the characteristics of the equipment,this paper makes a modular division and the whole software was designed and realized through the consideration of the function and various requirements of the software.MFC is used to realize the software human-computer interaction interface,and functional testing was conducted to confirm the effectiveness of all the functions of the system.
