Research On The Comparison Of Environmental Efficiency And Its Influencing Factors Of China's Inter-provinces

As the economy continues to develop,China's environmental problems become more prominent.Environmental pollution problems have reached or close to the upper limit of environmental carrying capacity.Green development as an important part of the five ideas,in the thirteen five plan,was raised to a higher level.The sustainability of energy conservation and environmental protection is largely related to the improvement of efficiency in the production process.It is necessary to pay attention to the economic efficiency under environmental protection,that is,environmental efficiency in order to improve environmental efficiency while reducing pollutant emissions and ultimately achieve the goal of economic development and environmental protection."Overall improvement in the quality of the ecological environment" is the economic development of the new normal one of the main objectives,but also an important direction in the field of economics research.According to the needs of economic development under the new normal situation,this paper takes 30 mainland provinces other than Tibet as the research object,taking DEA related theory and econometric content as the research method,in order to achieve the improvement of environmental efficiency and promote the healthy development of green economy purpose.Firstly,the environmental efficiency evaluation index system is constructed from two aspects of input and output.On the basis of elaborating DEA theory,we give weight in different directions in DEA-SBM model according to different preference to construct a comprehensive efficiency model considering preference.We measure the environmental efficiency of 30 mainland provinces except Tibet using that model and get the environmental efficiency value of various provinces and regions.The results showed that the environmental efficiency was the highest in Beijing,Hainan,Qinghai,Shanghai and Tianjin during the study period,and the environmental efficiency values of Zhejiang,Shandong and Yunnan were fluctuating the most during the study period,while the environmental efficiency of Henan,Hebei and Jiangsu had the lowest.On the basis of the analysis of the looser variables in the provinces with non-DEA,the improvement direction of different provinces is judged according to the actual situation and the analysis results of each province.Economically developed provinces still had low environmental efficiency,and different types of inefficient provinces had different areas of improvement.Again,EKC test is carried out from the perspective of efficiency to analyze the relationship between economic growth and environmental efficiency.Considering the influencing factors,the panel data model is used to analyze the influencing factors of environmental efficiency,and the positive factors and negative factors influencing the environmental efficiency are judged and the basis for decision-making is defined.EKC test of efficiency perspective showed the relationship between economic growth and environmental efficiency "U" type curve;Market technical turnover,natural gas reserves,coal reserves,foreign investment,secondary industry added value,local fiscal general budget expenditure,rural households per capita consumption had positive effect on the environmental efficiency;The per capita cash consumption expenditure of urban residents,per capita GDP,oil reserves,had negative impact on environmental efficiency.The concept of pure basis efficiency is defined and elaborated.The results of the intercept model are used to map the pure basis efficiency of each province in China,and the actual comparison is made with the provinces.The uneven distribution of pure basic efficiency is an important reason for the difference of environmental efficiency in different provinces.Finally,according to the analysis results from different levels we analysis the ideas to enhance the environmental efficiency.To improve the ecological environment and promote green development and construction Ecological civilization is the important content of the structural reform of the supply side.
