At present, the economy rapidly advanced, science and technology increasinglyprogressed, the level and quality of human life continues to improve. At the same time,a variety of social progress brought about by a series of problems facing the humanreality, excessive resource consumption, severe environmental degradation, ecosystemdestruction, they threaten the sustainable development of human society. Improve theefficiency of using resource, reduce resource consumption, protect the ecologicalenvironment, avoiding the pursuit of economic development at the expense ofenvironmental benefits, the promotion of economic, social and environmentalsustainable development has become a common concern of humankind. It has animportant geographical location since ancient times for He Xi region.In recent years, establishing ecological economic zone in He Xi region hasbecome an important research direction for scholars,"He xi Corridor Economic Area"is gradually increased to the level of national strategy, the importance of He Xi regionis obvious. However, the ecological environment is originally fragile in He Xi region,the eco-system increasingly fragile greatly affected by climate change and populationgrowth, it shows a state of a not harmonious among economic development, socialprogress and environmental protection. In this case, based on the related theories andempirical of eco-efficiency, the paper introduces the concept of eco-efficiency tocoordinate ecological environmental protection and economic development in He Xiregion. Eco-efficiency is a kind of efficiency which takes ecology as a priority, andfocuses on energy conservation. Scholar’s related research suggests that the ecologicalefficiency is a very effective assessment and management method, it can objectivelyreflect the practical efficiency of a region in the production and construction.Taking He Xi region as the case study, on the basis of the theory of circulareconomy and ecological economy, this paper defines the concept and connotation ofeco-efficiency. Combined with qualitative analysis and quantitative analysis, thispaper uses the super-efficiency DEA method to measure the ecological efficiency ofHe Xi region in1992-2012by selecting the relevant indicators, the results show thatoverall eco-efficiency level is low in He Xi region, based on the historical average,5cities can be roughly divided into three levels, relatively high eco-efficiency area, medium eco-efficiency region and relatively low eco-efficiency area, and there is noobvious correlation for eco-efficiency in the spatial distribution of five cities. Fittedregression results show the level of urbanization, industrial structure, technologicallevel and environmental policy all affect the overall eco-efficiency in He Xi region,and the influence degree weakened in turn, the influences are obviously different. Onthe whole, the relationship between urbanization and eco-efficiency performance forthe "U"-shaped curve relationship, this relationship is not obvious in terms of cities.Based on the empirical analysis results, this paper proposes some suggestions toimprove and enhance the low eco-efficiency for He Xi region, expects to providepreliminary research for the sustainable development of ecological environment in HeXi region, and promotes the regional benign development for ecology, economy,environment and the society.
