Study On The Treatment Of Rural Domestic Waste In Guanzhong Area

With the continuous improvement of the level of urbanization, the improvement of the living standards of rural residents and the change of life style, the emission of rural domestic waste is increasing rapidly. Guanzhong area as a "cabbage heart" in Shaanxi Province, has a unique agricultural conditions. Agricultural population, accounting for 80% of the toal-population of Shaanxi Province, a large number of villages. Therefore, in-depth study of rural life garbage disposal in Guanzhong area, to improve the quality of life of farmers, improve the living environment of rural residents, and promote the coordinated development of urban and rural areas, has important practical significance to strengthen the construction of the beautiful countryside".On the basis of combing the related research progress and related theories at home and abroad, the questionnaire and interview outline for farmers and village committees were drawn up to do field research. Analyzed the pollution status of treatment, the current status of rural life garbage in Guanzhong area, that the current rural living garbage pollution in Guanzhong area seriously, mainly reflected in the waste emissions are complex, rapid growth and low recovery efficiency, backward processing and other aspects of governance; governance exists single subject, lack of funds, lack of governance, governance facilities and service supply management policy is not perfect, the lack of communication and other issues of governance process.The paper draws on the ideas and logic of Ostrom's institutional analysis and development framework, and makes a theoretical analysis of the internal and external factors that affect rural household waste management in Guanzhong region. According to the questionnaire data, internal external factors, the regression analysis on the willingness and behavior of farmers pay the deviation and the external influence factors, to provide suggestions for solving the problems of rural garbage in Guanzhong area.The results show that both the village committee and the farmers who act as subjects have the will to control rural household waste, but the farmers' willingness and behavior to pay Par the domestic waste have gone against the law. Individual cognitive factors and personal characteristics of farmers is the willingness and behavior factors deviate from the surface and middle factors, institutional factors in the governance rules and whether the punishment measures are deep factors affecting farmers' behavior. The external factors, lack of infrastructure in rural garbage treatment in Guanzhong area of supply, can not meet the governance requirements; the number of litter bins and per capita income significantly affect the waste management; whether there is waste management regulations and garbage removal frequency has a positive impact on the living garbage treatment effect; at the same time, the village area is larger, governance the effect may be more bad. Accordingly, put forward to improve solid waste management system and building a diversified management pattern,establish flat communication channels, increase rural public health infrastructure investment, a clear division, strengthen the rural environmental awareness publicity proposals.
