| Currently, under the background of promoting the comprehensive reform and the new rural construction, Chinese rural economy and the rural living standards has been further improved. But rural comprehensive environmental situation is not optimistic; some rural areas have been troubled by garbage village. The flooding and thrown away of the rural household waste has brought many negative effects and destroyed the harmony and stability of rural society.Comprehensively promote the recycling of rural household waste was significant: on the one hand, it is conducive to make full use of waste resources under local conditions and promote rural economic development. On the other hand, it helps to raise the overall quality of rural environmental quality.This article studies the legal problem of rural household waste by the following six sections. The first part is an introduction. The second part analyzes the definition of rural household waste, the requirements of rural household recycling, the theoretical basis and necessities of rural household waste recycling. The third part launched of the analysis of current Chinese rural household waste. Section IV discusses problems in the recycling of legal status of rural household waste, and propose the legal system is not sound, specific administrative privileges is unknown, the law on environmental joint enforcement mechanisms has gaps. The fifth part analyzes the successful model of recycling of rural household waste abroad, and makes some relevant experiences. The last part, based on the earlier proposed countermeasures to promote recycling of rural household waste, mainly includes: improve the recycling of rural household waste legal system, establish and improve the recycling of rural household waste system, and build the whole management mechanism of rural recycling of the household waste and improve administrative and law enforcement of the recycling of rural living household waste, strengthening supervision. |
