The Research Of Application In The Environmental Protection Project Which The Key Technology About The PPP Mode Value For Money Evaluation

New urbanization construction in our country at present stage development momentum,as the new urbanization rate has increased,urban area is expanding,accelerated urban population,urban residents is becoming more and more high to the requirement of environment.In order to better safeguard the urban environment,many cities will construction environmental protection project on the agenda.However,environmental protection engineering(waste sanitary landfill,incinerator,wastewater treatment plant,etc.)compared with general municipal investment projects,construction,maintenance required high technical content,high technical content of construction rely on government financial difficult to achieve.To provide environmental protection project as soon as possible after the completion of the services,introducing social capital in the field of construction engineering project investment mode of PPP(Public Private Partnership)get the favour of the government departments.However,the government cannot be arbitrary which model is suitable for,should adopt the method of science,in a quantitative basis to judge whether the model Value(the Value for Money,VFM).This paper studies the basic theory of VFM evaluation,on this basis,combining with the characteristics of environmental engineering in our countrythe PPP projects,the key technology of VFM evaluation in environmental protection engineering project,the application of constructed specifically for our country environmental protection engineering VFM quantitative evaluation model of the PPP project.First,summarize the basic operation mode of the environmental protection engineering PPP projects in China and the main characteristics,find out the key points of VFM evaluation namely VFM quantitative evaluation,analyses the basic theory and practice of the VFM quantitative evaluation,price measure research products or services,and build the environmental protection engineering quantitative evaluation model of the PPP project value,the model includes the PSC values(public sector compare value)and PPP value composition and calculation model,thus constituted a complete environmental protection engineering VFM quantitative evaluation model of the PPP project.In addition,the factors affecting VFM quantitative evaluation,quantitative evaluation is the key technology,in this paper,the factors influencing the evaluation results of the key has carried on the detailed analysis:the determination of the discount rate,the whole life cycle regulatory system and risk analysis.For the determination of the discount rate,the paper analyzes the foreign VFM is commonly used in quantitative evaluation of the characteristics of the discount rate,and combining with the characteristics of PPP project environmental protection engineering and choose the risk-free interest rate as the discount rate;Full life cycle regulatory system adopts "VFM+ BIM model,selection of BIM technology in the whole life cycle of the PPP project VFM evaluation in application,based on the BIM database,access to reliable economic indicators,to provide guarantee for VFM quantitative evaluation,ensure that the capacity is feasible.Risk analysis part through literature survey and checklist method to identify the environmental protectionengineering of 16 kinds of PPP project risk factors,combined with specific project further risk identification,finally by set-valued statistics method to quantify risk for environmental protection engineering of the PPP project risk identification and quantitative basis.Finally,the new building environmental protection engineering of the PPP project product or service price calculation method and the quantitative evaluation model is applied in yuanping VFM sewage treatment plant specific environment,according to the specific materials yuanping sewage treatment plant project to empirical research and data,verify the efficiency of the PPP project and build the VFM applicability and feasibility of quantitative evaluation model,for our country environmental protection engineering project of the choice of the PPP model provides a scientific quantitative basis.
