An Empirical Analysis On The Efficiency Of Environmental Protection Investment In Hebei Province

Since reform and opening up,through the unremitting efforts of several generations,our country has obtained the proud achievement in the economic and social aspects.Longterm and extensive development pattern make the economic take-off,but meanwhile,it brings serious environmental problems.In recent years,the degree of attention to the environmental problems is gradually increasing in China,The 13 th Five-Year Plan was writed in the first time to strengthen the construction of ecological civilization,therefore,the determination to improve the ecological environment in our state is obvious.In Hebei province,because of the unique geographical location and severe environmental conditions,the improvement of environmental problems is striking.Environmental protection relies on abundant material basis,which requires greater investment to environmental protection in Hebei province,however,the growth of the fund only is not enough to solve the problem,we need to pay attention to environmental protection investment efficiency,which determines input-outpur ratio of environmental protection,also directly affect the effect of environmental governance.On the one hand,the low efficieny of running mode will cause the waste of funds and aggravate the economic burden in Hebei province,on the other hand,it is also difficult to achieve the desired effect in environmental governance.Therefore,pay attention to environmental protection investment efficiency is particularly important.In this paper,with the theoretical basis of the domestic and foreign related research,using the data of environmental protection investment in Hebei province in recent years,analyzing the current status of environmental protection from the absolute scale,relative scale,investment structure and financing channels.At present,the total amount of environmental protection investment in Hebei province shows an upward trend,but the operating efficiency is low,the investment structure is unreasonable,and the form of financing is too simple.On the basis of this,this paper has conducted an empirical study on the operation efficiency of environmental protection investment in Hebei province.By wastewater,waste gas and solid waste actual treatment effect analysis to illustrate the enormous environmental problems in Hebei investment exist.Environmental protection in Hebei province has not been fundamentally improved with a large amount of money invested,one of the reason is the low efficiency of capital operation.Based on the above analysis,the paper puts forward some pertinent suggestions for the environmental protection in Hebei Province: improve total investment and pay attention to efficiency,explore new financing channels and environmental protection tax system,policy support and legal protection,improve the level of environmental protection technology,co-operation between businesses and society.
