Study On The Effect Of Environmental Protection Investment On Industrial Waste Gas Emissions In Hebei Province

As the spread of the haze in Hebei Province,air pollution which is closely connected with people's living attracts more and more attention.Environmental protection investment,an important way to reduce pollutant emissions,is necessary to improve today's air pollution.This paper mainly focuses on the effect of environmental protection investment on industrial waste gas emission.On the basis of the former literature,this paper bring up the hypothesis that environmental protection investment helps to reduce the emission of the industrial waste gas through scale effect,structure effect and technological effect.Then,the paper briefly analyzes the basic statistics of environmental protection investment and industrial waste gas emission in Hebei Province.Based on the statistics of the total quantity of industrial waste gas emission and the total investment on reducing industrial waste gas from 1996 to 2014 in Hebei Province,this paper checks the relationship between the two and other correlated variables through multiple regression model(MRM).Using logarithmic mean Divisia decomposition method(LMDI),this paper decomposes the total effect of industrial waste gas emission into scale effect,structure effect,technological effect,and decomposes the key industries respectively.Finally,the paper checks the influences of the reducing industrial waste gas on the three effects in Hebei Province through Linear Regression Model(LRM).Through the study on both theory and practice,the paper concludes:(1)the paper applies LMDI into total industrial waste gas emissions in Hebei Province and key industries waste gas emissions in Hebei Province.The total effect can be decomposed into three effects: the scale effect,the structure effect and technological effect.From the results,whether the results of the total emissions and the emission in key industries,scale effect is the main promotion of emission,while structure is less important.And technological effect is the main element to reduce the emission.(2)the promotion of investment in industrial waste gas reduction is not very obvious in Hebei Province.Because the investment can't bring down the scale effect and structure effect of industrial waste gas.Investment does reduce the technological effect,but that can't offset the promotion brought by scale effect and structure effect.Therefore,Hebei Province should continuously increase its investment,at the same time keeping with the supply side pace,to change its economy growth;especially changing the high energy-consuming and high-polluting industries into the low-energy-consuming and low-polluting ones.Besides,Hebei Province should also extend its expense on research,thus effectively controlling its industrial waste gas emission.
