Research On Low Carbon Transition Of High Energy Consuming Industries In Jilin

The global climate warming has brought a devastating impact on the living environment of human beings,which makes the survival and development of human beings face a severe test.How to solve the resource and environment crisis,has become the most important problem facing human society.Low-carbon economy has become the focus of global attention as an economic development model that considers both development and sustainable development.Low-carbon economy refers to a new way of achieving sustainable development goals through institutional innovation and technological innovation,building clean energy structures,addressing energy efficiency issues,transforming social-economic energy,energy efficiency,low energy consumption and low carbon emissions Economic development model.Developing low carbon economy to cope with the resource environment crisis has reached a consensus on a global scale.Jilin Province as a traditional old industrial base,industrial-oriented economic structure and high carbon development model has resulted in the increasing pressure of resources and the environment facing to Jilin province.Actively developing low carbon economy and achieving industry transformation to low carbon economy has been a key way for Jilin province to obtain Sustainable development goal.High energy consuming industries contribute greatly to the economic development of Jilin Province,from 2000 to 2014,the average contribution rate of output is up to 26.25%.In the face of the worldwide development of low carbon economy background,how to realize the transformation of high energy consuming industries in Jilin province has become the main problem that puzzles the development of high energy consuming industries and even the whole province.Developing low-carbon economy and carring low-carbon transformation will become a key breakthrough and an important point in the development of high energy-consuming industries in Jilin Province.In this paper,regarding the high energy consumption industry in Jilin Province as a research object,through analysis domestic and foreign research literature and the actual situation of Jilin Province,drawing a conclusion that the important point of low-carbon transformation in Jilin Province's high energy-consuming industries should focus on both energy conservation and emission reduction.On the basis of the above,the author analyzes the present situation of high energy consumption industry in Jilin Province from the aspects of input and output,and summarizes the necessity and the main problems of low carbon transformation.Secondly,using econometric method,analysis the effects of kinds of factors to high energy consumption industry on Energy saving and emission reductionby examples.The results show that increase investment in fixed assets and enterprise scale can effectively promote the energy-saving emission reduction;Enterprise R&D intensity failed to play a role in promoting energy conservation.At the end,combined with the status quo analysis and empirical results,the author put forward to specific measures for promoting low-carbon transformation of Jilin Province high-energy industries.The measures include: government departments through the introduction of measures for the high energy-consuming industries to build a suitable low-carbon transformation of the external environment,through the use of reasonable pricing strategies and market mechanisms to enhance the economic driving force of enterprises,from their own start,by increasing investment and scientific research to speed up the enterprise low-carbon The process of transformation.
