With the rapid development of social economy,the economic development of needed resources are also increasing,and consequently the tailing facilities have increased year by year.China has a large number of tailings,but relatively low construction standards,standardized management of short,leading to the tailing exist a large security risks.Once the tailings accident occurred,the consequence is extremely serious,which not only result in the loss of people's lives and property,but also seriously affect the stability of the society.Therefore,it is very important to study the mechanism causing by accident risk and evaluate its present situation for ensuring safe operation of tailing pond.This paper discussed the main mechanism to cause an accident of tailings dam,in-depth analysis of its impact factors,thus establishing a safety evaluation index system.The primary index is flood overtopping,instability of the dam,permeation damage,conveying system reliability and management factors.Secondary index respectively,the flood control standard,the running state and integrity of the flood draining facility,the dispersion between the reservoirs water level and the top of tailing,the length of dry beach,the slope ratio of downstream,the height of dam,stacking density,the height of saturation line,the operation condition of transmission system and integrity,the transmission capacity of conveying line,the quality situation of water,the plan of accident emergency,monitoring and maintenance of the equipment,daily operation management.Secondly,through consulting a large number of literature and the relevant specification,the collected 13 tailings in Hebei province will be in-depth studied in various aspects,and the index of the evaluation standard is established.Later,due to the rough set method can ensure the original problem under the condition of invariable decision-making ability,remove the redundant data and noise data in the data set,so the indexes used this method to calculate the weight.Finally,the multilevel extension assessment method is adopted to a tailing for comprehensive evaluation of safety status in Hebei Province.Through classical domain to establish correlation functions,and resolve the correlation of each evaluation index on the risk level,after do primary and secondary safety comprehensive evaluation.The evaluation results are consisitent with the results of safety assessment units,and the feasibility and practicability of this method are obvious.For the security management of the tailings puts forward some targeted countermeasures,involved in site management,technical measures(emission,flood control,seepage,the surrounding safety)and so on.
