Study On Water Pollution Control In Cixi City Based On The Polycentric Theory

Water is the most basic production and living material for human survival.However,in recent years,with the rapid development of China's economy and society,the problems of water pollution and deterioration of water environment are becoming more and more serious,and water pollution control has been a task which brooks no delay.Cixi City is located in Ningbo City,Zhejiang Province,the private economy of which is well-developed.As a microcosm of China's water pollution control problem,the city was also experiencing the trouble brought from "pollution first,control later".As in many other places,the city still adhered to the single-center model of governance in water pollution control.Although the government-led single-center model of governance also made great achievements in the beginning of water pollution control,with the deepening of water pollution control and the profound changes of China's social and economic situation at current stage,the single-center governance model,one-sidedly emphasizing the role of government,exposed its drawbacks gradually.To solve this problem,some scholars put forward that government-led model should be taken place by market-oriented enterprise governance model.However,it also faced many problems.On the one hand,China's market economy had not yet been fully mature,and blind use of enterprise governance model would not adapt to China's national conditions.On the other hand,if water pollution control as a public service,took a thorough privatization model of governance,public interest could also be damaged.Given that either single-center model of government or enterprise governance could not solve the problem of water pollution fundamentally,this paper,systematically introducing the Polycentric theory,elaborated how to apply the theory to water pollution control and the diversification of multi-subject in water pollution control.The paper put forward that multi-center governance model was the key to water pollution control.Based on the work of water pollution control in Cixi City,this paper,analyzing the main practices,existing problems and the main reasons for them in water pollution control in Cixi City,systematically studied multi-subject of water pollution control in Cixi by using Polycentric theory.In the end,countermeasures and suggestions of water pollution control were put forward based on Polycentric theory.
