Research On The Rural Environmental Pollution Control In The Perspective Of Multi Subject Collaborative Governance Theory

In recent years,the economic and social society of our country has changed dramatically,and the farmers' material living standard also has been greatly improved.But because of the weak awareness of environmental protection,the absence of law and regulations to follow,backward environmental protection facilities and the irrational industrial structure,the agricultural non-point source pollution in China is large and widely distributed.Unhealthy ways of development really deviates from the goal of sustainable development and seriously restrict the economic and social development in rural areas,and the environmental pollution petitions also threaten the local social stability.It can be said that the construction of ecological civilization has been particularly important since the 18 th National Congress of the Communist Party of China(CPC),which is called "a long-term plan for the well-being of the people and the future of the nation".In the report of the19 th National Congress of the Communist Party of China(CPC),the construction of ecological civilization as a part is discussed,which enough to show the state's attention to this field.This paper researches on environmental pollution in rural areas,which is based on the theory of Cooperative Governance Theory,taking the rural urbanization construction as the background,making the environmental pollution problems of rural areas in Linyi as the object.This paper has6 chapters as following: First,Introduction.Introduce the background and purpose of rural environmental pollution control research,and the current status of research on urbanization and rural environmental pollution control at home and abroad.Second,introduce some concepts of Cooperative Governance Theory,Multi Center Governance Theory and construct the theory frame of this article.Third,briefly introduce Linyi city,and discuss the manifestation of rural environmental pollution in the process of urbanization in Linyi.The fourth chapter and the fifth chapters use the Multi Subject Cooperative Governance Theory to study the environmental pollution control of counties in Linyi.The fourth analyzes the causes of the problems of rural environmental pollution control from the government,the enterprise and the "three rural" subjects' views,and the fifth chapter,puts forward some suggestions based on the Multi Subject Cooperative Governance Theory.Finally,come to the conclusion that constructing the environmental governance system with the government as the leading,the enterprise as the main body,the social organization and the public participation has a positive role in solving the problems of people's livelihood in the rural areas.
