Under global warming condition,research on carbon efficiency becomes particularly important,foreign capital transfer is defined for the first time on the basis of predecessors' research on foreign capital and regional carbon efficiency,that is the total of original basis,increment attracted by the economic growth,the amount of transfer decreased due to the environmental control and irrational factors,it's divided into the investment and consumption in the statistical system.Using DEA three stage model,the internal efficiency of carbon emission of three economic circles is gotten without foreign capital transfer factors,it's found that internal carbon efficiency performs gathering phenomenon of economic circle,foreign capital transfer has a maximum impact on Yangtze River Delta,a minimum impact on Bohai Sea Area;but combining internal carbon efficiency and actual regional carbon efficiency,on the comprehensive analysis,it's found that carbon efficiency of Bohai Sea Area has a improved trend,the increment is less than other area,the carbon environment of Bohai Sea heavy industrial area will always be the last one in three economic circle.this paper analyzes the effect elements of actual regional carbon efficiency and internal carbon efficiency by combining panel model(fixed-effect model,random-effect model and double-fixed model),adds sample for the space analysis,builds space lag model,space errors model,and space Durbin model in geographic distance matrix and geographic adjacent matrix,measures fully the effect elements of carbon efficiency and space overflow effect.Based on the model,it's found: carbon efficiency performs evidently the spatial positive spillover effect;foreign capital not only has a significant promotion on carbon efficiency of this region,also has a positive spatial spillover on adjacent areas.Economic and technology will improve regional carbon efficiency,Crowding-out Effect appears more evidently in the process of adjusting the industrial structure,Inferior-high carbon enterprises will gradually be marginalized to under developed areas,in order to decrease carbon efficiency of adjacent areas.Urbanization rate and endowment structure are beneficial to the improvement of internal efficiency of carbon,but they aren't beneficial to the progress of actual carbon efficiency;because of the improvement of urbanization and endowment structure,transfer foreign capital is driven to inflow in the lower rates of carbon emission enterprises,which verifies that foreign capital transfer has non-resistance and high pollution.In space there are foreign capital flows and labor flows with carbon transfer,foreign capital transfer is to chase a more low carbon control,it leads to aphenomenon that the carbon efficiency of Yangtze River Delta,Pearl River Delta,and Bohai Sea Area is gradually layered.At last,a policy proposal is concluded that obtained policy recommends: education concept needs to keep a part of independence,urbanization needs to work with industrial transformation,to introduce and absorb foreign technology needs to be strengthened.
